Minimum Qualifications Permanent Transfer Candidate: Current NYS employee with one year of permanent or contingent-permanent competitive service as a Health Care Surveyor 3, G22, or community Nursing Services Consultant Home Health Services, G22 and eligible for transfer under Section 70.1 or the Civil Service Law OR Current NYS employee with one year of permanent or contingent-permanent competitive service in a title G20 or higher and meeting the non-competitive minimum qualifications listed below.

Non-Competitive: possession of a license and current registration as a registered professional nurse in New York State; and two years of post-licensure, specialized professional administrative or professional clinical experience.

Substitution: a bachelor's degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.

Preferred Qualifications: Excellent written and oral communication skills, good customer service skills and interpersonal skills, strong computer skills, including experience using databases.

Duties Description Under the direct supervision of the Investigative Specialist 2 (Professional Conduct), the incumbent of this position is responsible for executing investigations into allegations of professional medical misconduct using Public Health Law 230, Educations Law 6530 and the policies and procedures of the Office of Professional Medical Conduct. The incumbent of this position investigates allegations of misconduct including reviewing medical records and other clinical and non-clinical investigative files to advance investigations. The incumbent shall also assist in providing oversight of the unit. Specific duties include, but are not limited to the following: Formulate investigative plans and perform investigations related to medical misconduct. Analyze medical records and other clinical investigative materials and provide clinical opinion as part of the investigative process. Arrange and execute in-house, field or phone interviews with complainants, attorneys, subjects of investigation and any other individuals whose input is necessary for completion of an investigation. Analyze statistical and investigative data, quality assurance material and criminal and malpractice information. Develop various legal and technical background material in support of case investigations. Obtain and evaluate documentary evidence. Document all investigative activity, interviews and phone conversations and all findings in writing. Work closely with investigative staff, medical coordinators, medical experts, pharmacy consultants, attorneys, and management as part of the investigative process. Communicate with outside entities and other facilities and agencies as part of the investigative process. Prepare completed case reposrts to present to the Board of Professional Medical Conduct. Prepare investigative correspondence directed to specific audiences including investigative stakeholders, licensees, complainants, and the general public. Provide accurate and appropriate information regarding Licensees' compliance with Board Orders depending on the public or nonpublic nature of the Orders. Monitor licensees under Board Order for compliance with order terms and conditions, investigate allegations of noncompliance and/or violations of Board Orders and conduct in-person interviews of licensees subject to Board Orders. Vet and approve proposed monitors, review monitors' reports of relapse behavior or other violations. Contact OPMC approved evaluation centers or individual evaluators to ensure availability to perform the evaluations, and track the evaluations to ensure receipt by OPMC. Perform onsite inspections with investigative teams

Additional Comments Posted Salary range includes the statutory hiring rate at step 4 and job rate for PS&T Grade 20 ($79,342-$88,721) and an additional Geographic Pay Differential of $20,000.
Non-competitive appointment via the HELP Program.
This position requires travel, including to locations that may not be serviced by public transportation.
