Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as an Associate Health Care MSA, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Associate Health Care MSA, G-23 under section 52.6 of the NYS Civil Service Law.
Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's degree in accounting, business administration, economics, finance, health care administration, health policy, health systems, or public administration; and three years of specialized experience in either evaluation of programs in the health care financing field or in health services research in finance, design, or implementation and one year of which must include experience in conducting public policy research and analysis in finance.
Duties Description The Office of Health Insurance Programs (OHIP) is responsible for operating the State's Medicaid program, which provides coverage to over 7.5 million members and totals over $100 billion in annual expenditures. OHIP is made up of Divisions ranging from policy development and management, finance and rate setting, data analytics and analysis, health plan contracting and oversight, communications, administration, Medicaid eligibility, and systems and operations. Associate Health Care Management Systems Analyst perform health care financing functions, conduct research related to the development and management of health care delivery systems,and work with various groups to develop policy options and recommendations to implement health care delivery system reforms. Incumbents also research and propose policy recommendations on Medicaid initiatives such as Managed Care, health insurance coverage, and how to contain health care costs in health care delivery systems while working to protect access to care.

The Associate Health Care Management System Analyst is part of the NYS HELPS program. For the duration of the HELPS Program, these titles may be filled via permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the titles for which they apply. At the close of the HELPS program, employees hired under the HELPS Program will have their non-competitive employment status converted to competitive status. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
