Minimum Qualifications NY HELPS: Bachelor's or higher degree.

Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.

Preferred Qualifications: The preferred candidate will have a public health background and/or experience in perinatal health; proficiency with Microsoft Office products, including Word, Excel, PowerPoint and SharePoint; excellent written and verbal communication skills, including public speaking and presentations; the ability to work independently as well as with diverse groups of individuals; and the ability to prioritize and work on multiple projects. 

Duties Description The Perinatal Regionalization Health Program Administrator (HPA) position will provide programmatic support with the Bureau of Perinatal, Reproductive, and Sexual Health’s Perinatal Regionalization Unit. The HPA will be responsible for programmatic oversight to multiple regional perinatal center (RPC) contracts. Responsibilities include: Review of annual budgets and required administrative forms, including budget modification requests, narrative reports, and data submissions; Provide technical assistance and guidance to contractors to ensure compliance with program requirements; Provide technical assistance to ensure collaboration with community-based stakeholders; Prepare routine programmatic communications for dissemination to program contractors; Assist in the development and implementation of program policies and procedures; Participate in review of Request for Applications (RFAs); and other duties as assigned. Travel, including overnight travel and travel to areas of the state not served by public transportation may be required. Supervision of one or more professional or support staff, and/or student interns/assistants may be required.
