Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:

Either A. a bachelor's or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:
1.Using business analysis techniques to elicit requirements as the foundation for the solution to the organization's business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).
2.Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
3.Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).
4.Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
5.Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
Or B. a bachelor's or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification** AND one year of business analysis* experience where your primary duty was performing three of the five activities listed above.
Or C. possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.**

*business analysis includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS: To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Business Systems Analyst 1. In accordance with Section 52.7 of the Civil Service Law if three or fewer qualified Department of Labor employees in a Business Systems Analyst 1 title respond to this posting, Civil Service may approve the permanent appointment of one of these qualified candidates without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

Reassignment Qualifications:
Current Department of Labor employees with at least one year of permanent, contingent­ permanent, or 55b/c service as a Business Systems Analyst 2; if you have less than one year, you must be reachable on the current eligible list for this location, if one exists.

52.6 Transfer Qualifications:
Current New York State employee with one year or more permanent, contingent­ permanent or 55b/c service in a position allocated to a Grade 21 or higher and deemed Administrative by the Department of Civil Service may be eligible for transfer under section 52.6 of the Civil Service Law.*

70.1 Transfer Qualifications:
Current New York State employee with one year or more permanent, contingent ­permanent or 55b/c service as a Health Information Management Administrator 3, Grade 22 may be eligible for transfer under section 70.1 of the Civil Service Law.*

Duties Description The Business Systems Analyst 2 (BSA 2) will manage multiple on-going business process and information technology projects. Illustrative duties include but are not limited to: Communicating business processes and system requirements to IT staff, program staff and stakeholders. Work with program staff and stakeholders to define and develop requirements for new or existing information technology systems and business processes. Ensuring new applications have appropriate forms, procedures, documentation, and help screens to support effective testing, training, and operations. Documenting and modeling existing and to-be processes. Gathering user requirements through individual and group interviews. Creating use cases and business rule catalogs. Facilitating technical meetings and giving presentations. Defining data input and output activities; as well as descriptions of data elements. Assisting with developing test plans, test scenarios and test cases. Coordinating the testing process and creating and maintaining test outcome/results using MS Excel and other software products Analyzing test outcome/results. Troubleshooting technology and interface testing issues from a technology and business process view. Demonstrating and training users in new applications. Drafting policy and technical documents. Supervising and directing the activities of Business System Analyst 1's.
