Minimum Qualifications Open to the public: Bachelors Degree. State Employees: Candidates must have permanent competitive status in the Administrative Specialist 1 title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. The position may be filled at the Administrative Specialist Trainee 1 level equated to SG-13, ($47,925), Administrative Specialist Trainee 2 level equated to SG-14 ($50,678) or full performance Administrative Specialist 1 SG-18 ($63,108), based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Administrative Specialist 1 SG-18 following the successful completion of the traineeship.
Preferred Qualifications: Preferred Qualifications for this position are: Knowledge of Civil Service hiring rules and human resources policies, processes and procedures. Fiscal experience with drafting and/or reviewing budgets and financial plans, proposing appropriate spending recommendations and tracking spending to ensure it aligns with approved expenditure plans. Excellent oral and written communication skills.
Duties Description This position will be located in Public Affairs Group and will be responsible for, but not limited to the following duties: Support staffing needs as the Human Resources liaison which includes drafting justifications and documents to obtain approval to fill positions, oversight/tracking of the recruitment process to hire staff, oversight of staff performance management reports, and perform onboarding and offboarding activities; development of budgets in accordance to NYS procurement law and agency policies, procedures and processes, working with Fiscal Management Group staff and providing supporting documentation to justify funding requests; tracking procurements and spending to ensure it is in line with approved expenditure plans.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
