Either 1) Reachable on the Civil Service eligible list; OR 2) Eligible for reassignment by virtue of having permanent competitive service as a Business Systems Analyst 2 (SG-23); OR 3) Eligible for transfer under the provisions of Civil Service Law by virtue of having one year of permanent competitive service in an appropriate title.

A bachelor’s degree and three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Duties Description Job Duties

The duties of the Business Systems Analyst 2 include, but will not be limited to, the following:

Supervise Business Systems Analyst and/or trainee for specific project tasks and deliverables.
Evaluates staff performance, productivity and priorities.
Lead in documenting as-is/to-be and creation of flows (traditional and cross-functional) or models according to NYSTRS standards and recognized business analysis methodologies
Manage the relationship with project stakeholders to identify, model and document business process and data requirements
Translate technical complexities to project stakeholders, ensuring thorough understanding of design decisions, while working with Information Technology teams to ensure requirements are understood, developed, tested and delivered to specification
Work closely with the Project Team to ensure analysis activities are properly estimated and included in the project schedule
Work with the Project Team to ensure requirements’ gathering stays within scope or enact a change request if the scope needs to be revisited
Utilize NYSTRS business requirements’ templates, may produce additional templates and, when needed, improve upon templates already in use
Validate that solutions meet business needs by developing, maintaining and executing test plans, test cases and test data along with performing unit testing and documenting results
Coordinate quality assurance testing and testing efforts including documenting and reporting user feedback and noted defects
Provide guidance on business analysis best practices and deliverables.
Develop training and user support materials in support of Information Technology related projects
Deliver training to NYSTRS users in support of Information Technology related projects.
Provide project support as needed.
Other Duties and Responsibilities:

Schedule and direct meetings of project team(s) including NYSTRS management, users, and other IT staff to perform analysis and requirements gathering for system projects.
Define and convey the scope and time frame for project completion for subordinate staff
Apply appropriate technologies, tools, and concepts to effect positive results in the operation of the business
Maintain awareness of new technologies and methods in implementing systems development and support functions
Coordinate work assignments with subordinate and contract service personnel, as required, to meet project objectives
Continuously strive to achieve departmental and company goals in the most cost-effective manner
Regularly exercise discretion and independent judgment while performing assigned duties
Monitor the progress of work assigned to staff to ensure it complies with analysis standards along with vendor and industry best practices
Assign and reassign staff within a team as needed to address project workload
Assist staff in analysis technologies to mentor and coach
Maintain staff training plans, research, and recommend future training as needed to ensure adequate skill levels are maintained
Write weekly status reports to management and users outlining completed tasks, as well as incomplete tasks and the time frames associated with accomplishing those tasks.

Additional Comments Position Summary

Under the general direction of a Business Systems Analyst 3, the Business Systems Analyst 2 is expected to operate with a great deal of independence while supervising Business Systems Analyst 1’s regarding defects, enhancements, projects, and tasks relating to business analysis within NYSTRS. This includes analysis and design; application support; systems testing; maintenance and implementation. The Business Systems Analyst 2 will be responsible for supervising Business Systems Analyst 1’s which will include taking the lead role in training and mentoring. Additionally, they will work closely with the user community, as well as other IT units.

The department's intention is to fill two (2) positions.

NY HELPS Program Information

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). Please note: This is a promotional title, so all promotional opportunities must be exhausted before a non-state employee can be appointed via NY HELPS.
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications, and any specialized requirements, of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Experience with ServiceNow’s IT Service Management and IT Business Management suites.
