Minimum Qualifications NY HELPS:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Minimum Qualifications:

• Office Assistant 2: One year of clerical experience.

• Office Assistant 2 Keyboarding: One year of clerical experience where most work time is spent performing keyboarding, data entry, chart compilation or arrangement, or various tasks involving typing into computerized systems. The selected candidate must pass a keyboarding test that demonstrates the ability to enter text at a rate of at least 30 words per minute with at least 96% accuracy by completion of probation.

Current NYS Employee: At least one year of permanent or contingent-permanent service in a clerical, keyboarding, or other qualifying title OR eligible for transfer. A list of qualifying titles can be found here:

*Positions located in New York City receive an additional $3,400 downstate adjustment location pay annually.

Duties Description These openings are in the following three bureaus: the Managing Attorney’s Office, the Charities Bureau, and the Law Enforcement Misconduct Investigative Office.

Office Assistant 2s at the OAG perform complicated clerical and office support activities that require substantive knowledge of the bureaus entire program, governing laws, rules, or regulations which may be subject to frequent change. Duties may include, but are not limited to, the following:

• Communication via phone, face-to-face, or electronically with internal and external entities to provide or gather information.
• Review forms and applications and make appropriate determinations. May process applications and requests that require additional research and consultation with higher level staff.
• Monitor filings and submissions; open and close cases in various programs used including but not limited to NYMatters, Access, Microsoft Office, and CourtAlert.
• Maintain archives as determined by the office specific area.
• Gather, compile, and prepare data from various sources for reports, records, publications, and communications.
• Respond to questions concerning the operation of the office specific area and resolve work issues.
• Coordinate arrangements for meetings, courses, and gatherings, i.e. arrange rooms, take attendance, insure required materials and equipment are available.
• Position may include transportation of documents throughout agency and/or to courts.
• Perform other duties as assigned.
Keyboarding:
• Data entry, chart compilation, or tasks involving typing into computerized systems.
• Type, proofread, review and correct correspondence, documents, records, and other written material.
• Make appropriate corrections for format, accuracy, and validity.
• Assist in gathering and compiling data for reports, charts, tables, etc.
• Prepare routine reports and assist in the preparation of reports following established guidelines.
