Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are as below:
Traffic Systems Technician Trainee 1

Either 1. 30 college semester credit hours including at least 9 college semester credit hours in electrical engineering, electronic engineering, electrical technology, computer technology, automotive technology, electrical construction and maintenance, or electronic technology;

Or 2. one year of experience assisting in the installation, repair, or maintenance of traffic signal equipment and/or intelligent transportation systems; commercial, industrial or military electronic/electrical integrated systems components;

Or 3. military training in an electronics field including completion of an electronic/electrical school program;

Or 4. graduation from a high school technical electricity/electronics education program or a BOCES program issues by a recognized education authority

Traffic Systems Technician Trainee 2

Either 1. Successful completion as a Traffic Systems Technician Trainee 1;

Or 2. 60 college semester credit hours including at least 15 college semester credit hours in electrical engineering, electronic engineering, electrical technology, computer technology, automotive technology, electrical construction and maintenance, or electronic technology;

Or 3. two years of experience assisting in the installation, repair, or maintenance of traffic signal equipment and/or intelligent transportation systems; commercial, industrial or military electronic/electrical integrated systems components;

Or 4. military training in an electronics field including completion of an electronic/electrical school program AND one year of experience as described above;

Or 5. graduation from a high school technical electricity/electronics education program or a BOCES program issues by a recognized education authority AND one year of experience as described above.

Traffic Systems Technician 1

Either 1. Successful completion as a Traffic Systems Technician Trainee 2;

Or 2. 60 college semester credit hours including at least 15 college semester credit hours in electrical engineering, electronic engineering, electrical technology, computer technology, automotive technology, electrical construction and maintenance, or electronic technology AND 1 year of experience as described above;

Or 3. two years of experience assisting in the installation, repair, or maintenance of traffic signal equipment and/or intelligent transportation systems; commercial, industrial or military electronic/electrical integrated systems components;

Or 4. military training in an electronics field including completion of an electronic/electrical school program AND two years of experience as described above;

Or 5. graduation from a high school technical electricity/electronics education program or a BOCES program issues by a recognized education authority AND two years of experience as described above.

Upon successful completion of 12 months as a Traffic Systems Technician Trainee 1, you will automatically advance to a Traffic Systems Technician Trainee 2. Upon successful completion of 12 months as a Traffic System Technician Trainee 2, you will automatically advance to a Traffic Systems Technician 1.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The duties for Traffic Systems Technician 1 include but are not limited to:

• Install, maintain, test, modify, adjust, overhaul, troubleshoot and repair a variety of electrical systems, electronic, magnetic devices and computerized equipment use to monitor and control traffic signal systems and ITS devices.

• Perform major system modifications; such as traffic signal system integration and system networking.

• Review modify and prepare documents; which define the operations design and construction of traffic signal systems and ITS devices

• Stand-by and overtime availability are required, candidates will be expected to respond after hours for service and repair callouts.

Additional Comments Within three months of appointment, you must obtain and maintain a valid NYS Class B CDL permit. Within twelve months of appointment, you must obtain and maintain a valid NYS Class B CDL license with no airbrake restriction. Failure to obtain and maintain either will result in termination.

• All candidates must pass a pre-employment physical/medical examination and drug test prior to beginning employment.

• Cannabis use is not permitted for employees in this title and assignment. Cannabis use will be tested for during the pre-employment screening process and may be the basis for disqualification for employment or may be a basis for removal from employment.”

*For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
