Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent permanent competitive service as a Health Care Surveyor 3, G22, or Community Nursing Services Consultant Home Health Services, G22 and eligible for transfer under Section 70.1 of the Civil Service Law OR Current NYS employee with one year of permanent or contingent permanent competitive service in a title G20 or higher and meeting the open competitive minimum qualifications listed below.
Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND a minimum of five years of post-licensure health care, public health, community health, or other nursing experience in an appropriate facility setting. Three years of this experience must have been providing direct patient care in a licensed health care facility, and two years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator.

Preferred Qualifications: Must have strong interpersonal, problem solving, decision-making and time management skills and the ability to communicate effectively with all internal and external stakeholders. In addition, the ideal candidate must have excellent writing and editing skills and be able to effectively interpret laws and regulations governing adult care and assisted living facilities in New York State.

Duties Description The Health Care Surveyor 3 Nurse position is with the Western Regional Office of the Division of Adult Care Facilities & Assisted Living Surveillance. You would be part of an interdisciplinary team whose primary purpose is to inspect Adult Care Facilities (ACF) located within Western New York State. These inspections are performed to determine operational compliance with applicable law and regulation. In addition to these routine inspections other job responsibilities include but, are not limited to: complaint intake and investigation; inspection and investigation report development using applicable computer programs; review of Plan of Corrections, applications for new programs, and regulation waivers; preparation of general correspondence; training and oversight of new ACF staff; and participation in Enforcement Actions against ACFs including testifying at hearings.

Additional Comments This position requires significant travel – including overnight travel - throughout Western New York to areas that may not be served by public transportation.

Posted salary range includes the statutory hiring rate at step 4 and job rate for PS&T Grade 22 ($87,828 to $98,252). Plus an additional geographic pay differential of $20,000.
