Minimum Qualifications Permanent Transfer: Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a Health Systems Specialist 1 (G18) position OR a NYS employee in a position G16 or higher and eligible for transfer under Section 70.1 or Section 70.4 of the Civil Service Law.

Non-Competitive: New York State DOH Emergency Medical Technician-Basic (EMTB), or Advanced EMT - Intermediate (AEMT-I) certification; and four years of administrative experience in an EMS program. Administrative experience includes work as a professional EMS planner; county or regional emergency medical administrator/coordinator, administrator or officer position with an ambulance squad, or EMS educator or trainer.

Substitution: EMS experience in an ambulance service, or advanced life support-first response service, may be credited on a month-for-month basis for up to two years of the required experience. College study may be substituted for up to 2 years of the required experience at the rate of 30 credit hours for 1 year of experience

Preferred Qualifications: Experience: Prior experience in curriculum administration, program evaluation, or education administration, preferably in the field of emergency medical services or healthcare; Experience in conducting compliance reviews, investigations, or audits related to educational programs and examinations; Knowledge of EMS education and examination standards, regulatory requirements, and industry best practices. Certifications / Licensure: New York State Paramedic Certification; New York State Certified Instructor Coordinator. Knowledge / Sills / Abilities: Excellent written and verbal communication skills to draft reports, conduct training sessions, and effectively communicate with stakeholders; Strong analytical and problem-solving skills to assess program compliance, identify deficiencies, and recommend corrective actions; Ability to collaborate and build effective working relationships with various stakeholders; Strong interpersonal skills to conduct on-site surveys, interviews, and investigations professionally and impartially.

Duties Description Under the general direction of the Branch Chief, this position is responsible for developing, is essential for ensuring the quality, compliance, and efficacy of Emergency Medical Services (EMS) education and examination programs. This role plays a vital part in maintaining the integrity of the EMS system and ensuring the safety and proficiency of EMS practitioners and, by extension, the well-being of the citizens of New York State.

Incumbents, working independently or as a member of a multi-disciplinary team, perform emergency medical system surveillance; observe and evaluate EMS education and examination programs; investigate and make recommendations regarding licensure and/or certification; recommend and apply enforcement actions and monitor corrective action plans; and develop, implement, and evaluate health policies and procedures.

Additional Comments All Division of Emergency Medical Systems staff may be required to perform regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (day to weeks), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
