Minimum Qualifications NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's degree in biology, biochemistry, chemistry, geology, engineering, environmental health, environmental science, environmental studies, geochemistry, health science, industrial hygiene, natural science, physical science, or public health AND five years of professional work experience with primary responsibility for investigating, assessing, or controlling the human health impacts of environmental or occupational exposures to chemical, biological or radiological agents, or physical hazards. Two years of this experience must have included technical leadership* and supervision or oversight of technical/professional staff in a public health governmental agency.

A master's degree in a field listed above may be substituted for one year of the required general experience; a Ph.D. in a field listed above may be substituted for two years of the required general experience.

*Technical leadership must have included responsibility for scientific/technical development, implementation, and ongoing evaluation of program operations, staffing and staff development, program planning, and policy development and analysis.

Current New York State Department of Health employee with permanent or contingent-permanent status as an Environmental Health Program Manager 2, Grade 29/M-3, OR New York State employee with one or more years of permanent or contingent-permanent, competitive service in a title at or above Grade 27/M-2, and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law

Preferred Qualifications: The Environmental Health Program Manager (EHPM) 2 will have experience managing environmental health regulatory programs and overseeing operational responses to emergency events; strong organizational and management skills; excellent written and oral communication skills; field experience in environmental health programs; demonstrated ability to effectively manage and maintain relationships between stakeholders including government agencies at the local and/or state level; strong knowledge of environmental public health; experience monitoring local health department performance; and knowledge of Public Health Law and State Sanitary Code.

Duties Description The Environmental Health Program Manager (EHPM) 2 will serve as the Regional Environmental Health Director in the Metropolitan Area Regional Office (MARO), managing the field component of environmental health programs in a 14-county area. The position will provide direction, leadership and supervision to program staff, including supervision of field coordination staff based in the MARO Region. They will also supervise staff in the Middletown District Office, providing direct environmental health services, and regulatory enforcement in Sullivan County. The incumbent will serve as a key member of the Center for Environmental Health and MARO management teams, including working with the Center and Regional, Assistant, Division, and other program directors to address environmental public
health needs that cross over multiple program areas. The EHPM 2 will address sensitive regulatory issues with Local Health Departments (LHD), District Offices and regulated facilities; and will provide assistance, direction and oversight of LHD and District Office environmental health activities within the region.

Additional Comments Contingent permanent, full time position. Occasional travel throughout New York State to areas not served by public transportation may be required (20%).
