This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Note: If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer under Section 70.4 or are applying under the NY HELPS or 55 b/c programs cannot be considered.
Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):
A New York State Professional Engineer’s license and current registration AND either a qualifying bachelor’s degree as listed below OR one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience in the design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities, OR One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Duties Description This position will be trained to work in all areas of R3’s Water Program including State Pollutant Discharge Elimination System (SPDES) permitting and compliance; permitting and plan review; stormwater and water quality assessment. Duties may include traveling up to 3 days/week. The ability to traverse all types of terrain in all weather conditions is required. Conduct technical evaluations of all documents, including engineering reports/plans and development of SPDES permits. Develop comments and questions as they related to good engineering practices and applicable regulations. Must have the ability to articulate at public hearings and technical meetings. Conduct water sampling and be able to use various monitoring equipment. Assist in enforcement cases, including development of referrals and enforcement documents. Managing records, data entry, and analyzing and preparing reports for internal and external parties. Maintain facility records and files in an accurate and orderly manner. Participate in outreach and events. Will supervise and guide other staff.

Key duties include:
1- Conduct inspection of SPDES facilities throughout the Region. Prepare inspection reports and follow up on compliance issues.
2- Develop comments and evaluate engineering practices and applicable regulations including permit writing for existing and proposed SPDES facilities and water withdrawal.
3- Conduct technical evaluations of all Water Program documents, including engineering reports and plans.
4- Address enforcement cases, including development of referrals, enforcement documents, and provide testimony. Coordinate Water Compliance records.
5- Conduct sampling and be able to use various monitoring equipment. Perform water quality assessment.
6- Implement Stormwater program (CAFO, MS4, MSGP, Construction GP) including inspection, audit, follow up compliance, enforcement, SWPPP review, and coordination with other regional programs.
7- Participate in watershed assessment activities, including emerging contaminants, source water protection and watershed planning.
8- Articulate Department’s positions at public meetings, hearings, technical meetings; participate in outreach and events.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required.
