Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ENGINEER TRAINEE (ENV) HELPS MQS:
Either 1. a bachelor's degree or higher in engineering or engineering technology as listed below;
Or 2. proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.
Note: If you are only eligible to apply under Option 1, you may apply if you expect to meet the educational requirements within six months of the filing date of your examination application. You may be considered for employment, but cannot be appointed, until you submit proof to the hiring agency that you completed the educational requirements. Failure to meet the educational requirements within six months of submitting your examination application may result in removal of your name from the eligible list.

Duties Description Duties Description:

Under the general direction and supervision of the Professional Engineer 1, the Assistant Engineer (Environmental) will be responsible for evaluating regulatory language, emissions statements, modeling inputs, literature review and communication materials. The engineer will assist senior staff in the development of policy and regulations to implement portions of the actions identified in the scoping plan for the Climate Leadership and Community Protection Act.

Evaluation of regulatory language, communication materials, development of policy and regulations.
• Review of technical journal articles to include pertinent data in rulemaking documents.
• Review of regulatory language to ensure consistency with desired climate scoping plan outcomes.
• Develop technical presentations to communicate climate regulation goals and actions.
• Evaluate and summarize data to be included into rulemaking and communication documentation.
• Utilize Excel and other technical programs to present data in a meaningful way.
• Develop policy and regulatory documentation.

Evaluation of emission statements and modeling inputs.
• Review emissions and process data submitted by Title V facilities to the Department.
• Enter emissions and process data into DEC’s data management system.
• Calculate specific emissions based on known emission factors and best data.

Attend conference calls and meetings with appropriate commissions and agencies.
• Represent the Department on calls and in meetings with representatives of other New York State Agencies & Authorities (NYSERDA, DPS, Tax & Finance, DOT) , EPA and other States.
• Keep notes of meetings and transfer information to supervisor.

Essential Functions:
• Strong verbal and written communication skills and ability to present information and results.
• Able to possess and broaden working knowledge of technology intensive, mandatory programs, including an understanding of technical documents and drawings.
• Able to travel to meetings, sites, and outside conferences as required.
• Capable of dealing effectively with the public, government, vendors, consultants, and other outside entities.
• Able to understand and manipulate higher level computer software programs.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.
