Minimum Qualifications The incumbent must have at least eight (8) years of progressively responsible experience in business analysis, including the following (which may be concurrent):
• At least one (1) year of supervisory experience
• At least two (2) years of experience in a lead analyst role on information system development projects.
• At least four (4) years of experience in business process analysis for business process improvements or IT solutions.
A Bachelor’s degree may be substituted for four (4) years of the general experience.
A Master’s degree in a closely related field may be substituted for one (1) year of the general experience.

Duties Description The Division of Local Government and School Accountability (LGSA) has embarked on a multi-year initiative, the Justice Court Fund (JCF) Modernization Project, that requires significant investment to redesign its business processes and legacy systems. These systems include the justice report filing application, report processing application and mainframe system. These systems are used to process 2,100 reports a month, generating and distributing approximately $600 million in revenue annually. The new system will be an integrated, web-based reporting and distribution system that facilitates reporting as well as the workflow processing, review, and analysis of required reports by JCF staff.

Oversee the system analysis/design activities for the JCF Modernization Project
Under the general direction of the Functional Lead, the incumbent will assist in the development of an integrated, customer-focused JCF application(s) that facilitate the work of the Justice Court Fund:
• Assisting and providing backup to the Functional Lead
• Responsible for the daily oversight of the BA project staff and managing the workload of the BA Team
• Guiding the BA team to ensure that BA work products are consistent, meet the LGSA standards, and ensure that there are no gaps among the multiple work streams
• Collaborate with business and IT leads and staff to ensure technical specifications meet functional requirements, business rules, and data needs
• Ensuring that staff have the proper training and tools to complete the project
• Identifying the aspects of the project that will impact other units/applications in LGSA and undertaking activities to solicit input and feedback from them to ensure
• Reviewing work products and guiding the project staff to:
o Develop and validate high-level conceptual documents for the JCF system, such as context diagrams, activity diagrams, and wireframes
o Document and validate functional requirements and business rules identified through elicitation activities such as use cases, user stories, and process mapping for both the as-is and to-be systems.
o Document and validate source and target data needs identified through business intelligence activities such as queries, reports, data models, and data flow diagrams
o Develop and validate technical specifications, including input, processing, and output details relevant to system operations and data reporting functions Develop and perform integration, system, and regression tests to evaluate solution performance against technical specifications
o Create user acceptance tests, monitor testing activities, and help resolve any issues to ensure application meets customer expectations and business goals
o Conduct walkthroughs, develop user manuals, and provide additional support as needed to assist with implementation

Promote Staff Development
• Provide clear direction, expectations, and feedback to enhance staff development including the preparation and delivery of performance reviews and learning plans, to ensure that staff are continuously developing in their current roles and progressing toward future career goals.
• Provide guidance and support that facilitates critical thinking and the development of professional judgment.
• Help develop the communication, technical expertise and problem-solving abilities of staff.
• Identify appropriate training and professional development opportunities for staff.

Supervision: The Project Assistant (Business Lead) SG25 will oversee a Project Assistant (BA) SG23, SG23 and Project Assistants (BA) SG18 as assigned.

Additional Comments:
Travel to Albany may be necessary for meetings. This position can be assigned to our Central Office in Albany or any of our Regional Offices.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
