NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's degree and four years professional* experience in finance. One year of this experience must be in the management and supervision of health care financing, including any of the following: health care facility reimbursement, managed care capitation models, health care fiscal analysis, or health care fiscal policy development. This one year must include making policy recommendations regarding health care financing mechanisms and must include the oversight of staff who have supervisory responsibilities for professional staff. *Clerical or secretarial experience will NOT be considered qualifying.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: Critical thinking skills, analytical skills with Microsoft Excel, ability to solve problems independently. Professional work experience and/or education in accounting and trend analyses.

Duties Description This incumbent will function as a financial team lead within the Division of Finance and Rate Setting, within the Bureau of Financially Distressed Hospitals (FDH).

The Bureau of Financially Distressed Hospitals Bureau’s goal is to promote financial sustainability for healthcare providers, thereby improving health service quality, preserving access, and decreasing statewide provider reliance on State aid to fund operations. In addition, this Bureau works directly with hospitals on their cash flow, hospital needs, and various payment mechanisms, including Directed Payment Templates (DPT), Vital Access Program (VAP) funding, and Vital Access Provider Assurance Program (VAPAP) awards.

Duties Include:

Lead, manage and supervise a Section within the Financially Distressed Hospital (FDH) Bureau; Manage the assessment and recommendation of the operating cash needs of financially distressed safety net hospital providers within the State for purposes of Budget development and provider financial sustainability with the assistance of a third-party contractor; Lead and assist with managing the Bureau’s financially distressed provider assistance programs including the Vital Access Provider (VAP) program, the Vital Access Provider Assurance Program (VAPAP), and payments made through CMS approved Directed Payment Templates (DPT); Lead and direct a process for making recommendations for provider requests for advance of Medicaid funds in accordance with a policy and protocol developed in conjunction with the Department’s Office of Primary Care and Health Systems Management (OPCHSM), the Division of the Budget, and the Executive Chamber; Lead and direct ad hoc requests for financial analyses of health care providers from key internal stakeholder groups including OPCHSM executive management, Chamber and the Division of the Budget; Lead meetings in conjunction with FDH’s management and staff with safety net providers regarding their financial challenges and requests for state operating cash assistance; Coordinates responses to inquiries from legislative staff, federal agencies, providers, health care associations, and consumers on health care reimbursement issues; Manages program evaluation activities, reporting, and quality assurance functions by designing procedures, management controls, and criteria for measurement of program success, program and revenue guidelines, and analytical data to implement and evaluate fiscal and program objectives; Assists in the development of distressed hospital policy relative to data and analytics, or strategic financial investments; Coordinates financial research and analysis activities, including the review of State and federal health care reform legislation and policy to determine changes in the health care financing industry and their impact on existing financially distressed hospital programs and systems; Develops recommendations for hospital financing policy, regulatory changes, and systems modifications; Develops hospital analytics contracts to support reimbursement reform and oversees the monitoring of deliverables and deadlines for work products; Represents DOH in discussions with health care industry organizations and providers, advocacy groups, federal agencies, and other State agencies at governmental conferences, panel discussions, and public seminars; Oversees the resolution of provider rate appeals.
