Minimum Qualifications Possession of a license and current registration to practice medicine in New York State, and certification in a medical specialty by a Member Board of the ABMS.


Duties Description The New York State Office of Mental Health (OMH) seeks a qualified candidate to serve as a Medical Director (Medical Specialist 2) for the Bureau of Health Services (BHS), reporting to the Bureau Director and working closely with the OMH Chief Medical Officer and Central Office Physicians. BHS is responsible for the physical health needs of patients at the 22 NYS OMH operated and licensed Psychiatric Centers (PCs). This includes general medical, emergency medical, pharmacy, dental, laboratory, and infection control (IC) programs and services.

The Medical Director (Medical Specialist 2) will be responsible for supporting the infection control programs at all PCs, maintaining policies and guidance for the Medical Specialists re: medical conditions, preventative health measures and specialty services, and oversee emergency medical and clinical laboratory services. Specific duties to be performed may include, but are not limited to, the following:
• Consult with and support BHS Director in overall program management.
• Support IC programs at all facilities. This includes policies and guidance, assisting with outbreak containment, and maintaining Joint Commission (JC) and CMS standards and reporting.
• Active engagement with PCs and system ICNs for guidance related to COVID and other outbreaks.
• Create written guidance based on the changing landscape of circulating pathogens. This also entails monitoring CDC information and collaboration with the NYS Department of Health.
• Work with Facilities and ASSG for mitigation and containment of infection control risks.
• Monitor and update immunization requirements for onboarding new staff.
• Support the Med Specs with updating polices and guidance for both treatment of medical conditions and updating preventative health measures.
• Expand current collaboration with DOH and CEI program for screening and referral of all outpatients for Hepatitis C treatment.
• Working with the Central Office Medical Directors, establish metabolic monitoring process for all OMH patients on second generation antipsychotics.
• Support recruitment and retention including assisting the Central Office Medical Directors with credentialing approval of Medical Specialists.
• Continue Low Dose CT Screening for Lung Cancer project for OMH patients at risk by working with Roswell Park Eddy Program (mobile imaging).
• Assist in developing referral sources for specialty services and work with OHC in contracting medical services in needed specialty areas for off or onsite work.
• Oversee EMS program training staff with AHA BLS, ACLS, CPR and Heart Saver courses.
• Collaborate with current vendor (AHA) for training certifications for trainers and all staff that require this training.
• Review all AED events and oversee the Emergency Med Crash Carts and AEDs.
• Ensure PCs have required emergency medical equipment replenished and updated as needed.
• Oversight of the lab that provides clinical laboratory services for our inpatient programs as well as OASAS, and the Facility Limited Laboratory Service programs. This includes ensuring the lab has sufficient qualified staff.
• Procure, store, and distribute COVID antigen testing for all our PCs.
• Update lab technology to meet the needs of OMH inpatients.
• Ensure rapid term-around-time for lab testing including contracted courier service.
• Oversee the Cerner Laboratory contract for reporting.
• Maintain, monitor, and update the list of “critical values” and reporting procedures.
• Work with the team to standardize medical documentation in preparation for a new EHR.
• Collaborate with the Central Office Medical Directors in the current standardization of the PCs Medical Staff Bylaws.
• Curate new medical devices for patient care in both inpatient and outpatient OMH programs.
