Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.
Required Experience: A bachelor’s degree in economics or a bachelor’s degree including or supplemented by 18 semester credit hours in economics and an additional 6 credits from among the following course work areas: computer science, economics, econometrics, mathematics, operations research, research methods, or statistics; and two years of professional experience collecting, interpreting and analyzing economic information and data to prepare reports; and designing and evaluating long-term simulations and economic models. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
**Senior Economist level requirements:
• Economist Trainee 1 (equated to SG-13): bachelor or higher degree.
• Economist Trainee 1 (equated to SG-14): bachelor or higher degree and one year of required experience.
• Senior Economist, SG-18: bachelor or higher degree and two years of required experience.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 16 or above and eligible for transfer under Section 70.1 of the Civil Service Law.
Duties Description The incumbents of these positions will support all aspects of OCM’s market reporting including data collection, data systems development and analysis and reporting.
Duties include, but are not limited to:
Data Collection and Compilation:
• Identify and compile relevant data from New York and other public and private sector sources to support the Office's reporting objectives.
• Collaborate with other OCM units to:
o Understand what data other units currently collect and have available.
o Identify the insights or narratives that are most valuable to each unit.
o Incorporate each unit's intelligence priorities into OCM's reporting production schedule.
• Review data quality to ensure data is methodologically sound, error free, and suitable for the Office's reporting requirements.
• Monitor data sources to ensure timely retrieval of data updates.
Data Systems Development:
• Work closely with the data and research team to develop the data warehouse, ingest the data, and extract the data as needed.
• Develop research objectives and analysis plans based on reporting requirements and available data.
Analysis and Reporting:
• Conduct analysis, produce reports, develop recommendations (where appropriate) based on the analysis, and create supplemental materials to disseminate insights from OCM's growing knowledge base.
• Contribute to OCM's legislatively mandated reports including the agency's Annual Report, the review of legalization's implementation, and the analysis of the state's social equity and market performance outcomes.
• Create supplementary materials based on analysis and reporting, including briefings for state leadership, presentations for the Cannabis Control Board, Cannabis Advisory Board, and other stakeholders, and public engagement content, including newsletter updates.
Additional Comments • Travel may be required (approximately 5%)
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
*There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
