Minimum Qualifications Transfer Opportunity: Current Department of Health (DOH) employee with permanent or contingent permanent status as an Early Intervention Specialist 2 (G-23).
Preferred Qualifications: Excellent oral and written communication skills; knowledge and familiarity with the Early Intervention Program, including federal and State statute and regulations pertaining to providing services to young children with disabilities; strong organizational and collaborative skills including the ability to manage multiple activities and meet deadlines; supervision; administrative skills and experience developing policy documents and providing technical assistance.
Duties Description The Early Intervention Specialist 2 (EIS 2) will work in the Provider Approval, Due Process, and Monitoring Unit (PAU) in the Bureau of Early Intervention (BEI), within the Division of Family Health (DFH). The EIS 2 will have a significant role in the oversight of and participation in procedural safeguard activities, acting as the primary liaison with the dispute resolution contractor team and ensuring that investigations of system complaints occur, to guarantee that families in the EIP receive their due process rights under the EIP are completed within State and federal timeframes. This position will also provide support for provider approval/reapproval activities including the review of applications and in the oversight and monitoring of providers and counties to ensure EI services are provided consistently statewide. The EIS 2 position will directly supervise DOH staff and provide technical assistance to early intervention providers and counties. This position will also be responsible for other duties as assigned to meet programmatic needs.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
