Minimum Qualifications Four years post-bar admission legal experience.
The ideal candidate will have post-bar legal experience in New York or federal administrative and environmental law, and/or advising a New York State Court. They will have excellent legal research and writing skills. Prior experience as a judicial law clerk or other similar position is preferable.

Duties Description The incumbent will serve as Hearings Counsel for the Office of Hearings and Mediation Services (OHMS) in DEC’s Central Office in Albany, New York. The incumbent will work with the DEC Commissioner, the Deputy Commissioner for OHMS, and the Chief Administrative Law Judge (ALJ) for OHMS, to draft decisions and orders for the Commissioner’s consideration based on administrative hearings in general and complex permitting and enforcement matters. The incumbent will research and analyze legal issues and provide advice and support to the Commissioner, the Deputy Commissioner, and the Chief ALJ on confidential and other program matters before OHMS (including but not limited to air, water, hazardous waste, natural resources, mineral resources, solid waste and petroleum and chemical bulk storage). Additional responsibilities include the review of hearing and other final reports prepared by DEC ALJs for the Commissioner’s consideration. The Hearings Counsel will also undertake special projects as assigned by the Commissioner, the Deputy Commissioner, and the Chief ALJ including, but not limited to the following: updating administrative case annotations, formulating training materials and guidance documents, and acting as an “alternate” to the DEC Commissioner or Deputy Commissioner on the New York State Board on Electric Generation Siting and the Environment at the New York State Department of Public Service.

Overnight travel may be required. Weekends and holidays may be required. Telecommuting may be available, will be discussed at interview.
