Minimum Qualifications Permanent Transfer: Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as an Investigative Specialist 2 Professional Conduct (G23)
Provisional Promotion: One year of permanent or contingent-permanent, competitive status as:
Either A. as an Investigative Specialist 1, Investigative Specialist 1 (Spanish Language), Senior Medical Conduct Investigator, or Senior Medical Conduct Investigator (Spanish Language);
Or B. as an Investigative Specialist 1 (Narcotics), Narcotic Investigator 1, Narcotic Investigator 1 (Spanish Language), Health Program Investigation Specialist 1, Community Nursing Services Consultant (Home Health Services), Health Care Surveyor 2 (Nursing), or Hospital Nursing Services Consultant.)
Preferred Qualifications: Strong computer skills, including experience using databases. Demonstrated ability to interpret written communications. Excellent written, communications and interpersonal skills. Strong attention to detail and ability to meet deadlines.
Duties Description Under general supervision, the position is responsible for supervising and conducting investigations into allegations of medical misconduct on the part of subject licensees under the jurisdiction of the Office of Professional Medical Conduct. Specifice duties may include, but are not limited to, the following: Ensure compliance with laws, rules, regulations and guidelines related to the investigative process. Manage caseload, triage and assign cases to investigative staff, and review completed investigations before submission to management for disposition. Supervise staff in the investigations process, including performing regular case reviews, providing technical assistance in case development and disposition, and reviewing performance. Review and approve employee time and attendance, evaluate performance, and provide appropriate training and technical guidance. Complete incoming case reviews including reviewing complaint, prioritizing complaint, and establishing investigative plan. Conduct interviews with complainants, subject licensees and any other appropriate fact witnesses. Complete appropriate reports after holding interviews. Maintain case information in case management database. Conduct site visits where appropriate for investigative process and complete memorandum of investigation and any additional reports depending on outcome of site visit. Request and seek review appropriate medical records against appropriate standards of care. Seek the participation of contracted medical coordinators or medical experts where determined appropriate. Coordinate completion of medical review memorandum of investigation and any other appropriate documentation. Complete investigative process within defined timelines and submit a summary report for review and determination. Communicate with complainant, subject licensee, appropriate attorneys, facilities, Investigation Management and other appropriate stakeholders.
Additional Comments This position requires travel, including to locations that may not be serviced by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
