This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):

Open competitive minimum qualifications (provided for 55 b/c candidates and 70.4 transfer eligibles): Bachelor's or higher degree in biological science, chemistry, chemical engineering, civil engineering, environmental engineering, environmental science, health physics, mathematics, mechanical engineering, nuclear engineering, nuclear medicine technology, or physical science.

Duties Description Duties Description:

The incumbent will be responsible for reviewing reports and evaluating data on radiological contamination in the environment; reviewing work plans for radiological investigations, monitor programs, and site remediation; developing recommendations for further action for supervisory review; preparing correspondence commenting on or conveying the approval of plans; in the field, observing remedial operations; measuring radiation levels; installing and maintaining radiation monitoring devices; collecting samples of environmental media; packaging samples and ships to laboratories for analysis; using and maintaining radiation detection instruments; selecting laboratory analyses for radioactive contaminants in environmental samples, exposure pathway analyses, and radiation dose projections; and evaluating resulting radiological data and writes reports of field work.

Essential Functions:

Successfully complete all required training including completion of courses required by the Nuclear Regulatory Commission. Possess the ability to effectively communicate verbally and in written correspondence. Interact and communicate effectively and professionally with DEC staff, other state and federal agencies and the regulated community. Answer telephone and email inquiries promptly and professionally

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain. Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification. Telecommuting may be available, will be discussed at interview.
