Minimum Qualifications Minimum Qualifications:

Qualifications include a bachelor’s degree in the field of anthropology, archaeology, or closely related social sciences and three years of professional research experience as defined below; or a master’s degree in the field of anthropology or archaeology and two years of such experience; or a doctorate in the field of anthropology or archaeology and one year of such experience.

Professional research experience is experience obtained through:
• directing cultural resource investigations in New York or surrounding states as a crew chief/archaeologist 2 or equivalent position of responsibility or higher, or
• conducting laboratory analysis of archaeological or historical materials obtained from projects located within New York or surrounding states, or
• writing or reviewing cultural resource products (Phase 1, 2, 3 reports), academic publications, developing Letters of Resolution according to Historic Preservation Law or Memoranda of Understanding and Programmatic Agreements.
A preference will be shown to candidates who can clearly demonstrate that they:
• meet 36 CFR Part 61 Professional Standards,
• are in, or can immediately meet the requirements for participating in, the Register of Professional Archaeologists and/or the New York Archaeological Council,
• have extensive working knowledge of New York State Office of Parks, Recreation, and Historic Preservation’s Cultural Resource Information System (CRIS), i.e., the use of CRIS as a project management software (extensive knowledge is defined as more than the knowledge and experience obtained through routine submission of reports through CRIS),
• have extensive experience consulting with Indigenous leadership and Tribal Historic Preservation Officers through a government-to-government consultation policy (extensive experience is defined as weekly interaction during the period of professional research experience), and
• have experience presenting the results of archaeological or historic research to the interested public and/or descendent communities.

Duties Description Office Overview:

The Office of Indian Nation Affairs (OINA) works to address environmental concerns, cultural resources, and advance shared knowledge through consultation with State and Federally recognized Indian Nations. The office combines cultural affairs, historic preservation, and consultation with Indian Nations into one team to focus DEC's consultation and engagement with Indian Nations in New York.

The Office of Indian Nation Affairs works across the agency to bolster the commitment to meaningful government-to-government relations with Indian Nations through Commissioner's Policy 42 which governs consultation. The mission of the office is to enhance and deepen existing engagement with the Indigenous Nations in New York through improved consultation, building shared knowledge, and communications and outreach.

Specific Duties

Under the technical and administrative supervision of the Director of the Office of Indian Nations Affairs, the Research Scientist 2 will be responsible for the following activities:

Project Review-- 40%:
• Review proposed projects on DEC managed lands (such as timber extraction, access improvements, or renovations) according to State Historic Preservation Law §14.09 and implementing regulations; coordinate with DEC and OPRHP staff on reviews.
• Assist the Agency Preservation Officer in review and preparation of comments on submitted reports such as historic and cultural resource assessments.
• Review and contribute to historic and cultural sections of Division of Lands and Forests unit management plans, action agendas, and other DEC planning documents.
• Review impacts to and renovations of historic structures managed by DEC.
• Supervise contracted Cultural Resource Monitor (CRM) staff as necessary.
• Write or contribute to CRM reports as necessary.
Research-- 40%:
• Coordinate with the Agency Preservation Officer (APO), OPRHP, and the State Museum to conduct a comprehensive survey of historic resources managed by DEC per State Historic Preservation Law §14.07-2.
• Research impacts of climate change, expanded access, or other impacts on management of historic resources.
• Identify other areas of needed research in consultation with office director; develop research goals in coordination with coworkers, academic researchers, and public; independently implement research.
Consultation & Public Outreach-- 10%:
• Liaise with Indian Nations on proposed projects before DEC or proposed applications before DEC that may impact Indigenous cultural and historic resources. Coordinates with OPRHP, APO, and Indian Nations Affairs Coordinator as necessary.
• Present research results in peer review journals and academic meetings.
• Present research results to interested members of the public.
Other-- 10%:
• Participate in DEC meetings with Indian Nations as necessary.
• Liaise with DEC Division of Lands & Forests, other divisions as necessary.
• Coordinates and consults with OPRHP as necessary; manages projects via CRIS.
• Maintain professional and technical knowledge by attending educational workshops,
reviewing professional publications, establishing personal networks, and participating in professional societies.
• Assist other staff on additional program areas as outlined by the director.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
