Minimum Qualifications Open Competitive: A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science.

OR

A bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.

Two years of professional experience in information technology.

NYS HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Duties Description Under the direction of an Information Technology Specialist 3, SG23, within the Chief Technology Office, the incumbent candidate will coordinate Quality Assurance (QA) testing needs for the Department of Motor Vehicles including validation of business requirements, test planning, create testing strategies, coordinate User Acceptance Testing, execute functional testing, and approve code migrations and releases. The position requires collaboration with Vendors, Application Developers and Project Managers to plan and schedule agency releases. Specific duties include, but are not limited to:
• Attend project team meetings as the lead resource for testing.
• Collaborate with the IT Lead, Project Manager, Lead Developers, and Business Unit Lead.
• Educate and review the Defect Management Standard with project team members.
• Ensure the project’s business requirements are of quality and are testable.
• Review the project scope, requirements, and design documentation with the entire testing team to ensure everyone’s understanding.
• Communicate key project information and status reports to the entire testing team.
• Validate which systems are impacted by the project and require testing.
• Determine which types of testing are required.
• Determine who is responsible for what testing.
• Develop the test strategy (functional and/or performance), BRD test matrix, and test plans.
• Document, communicate, and track all testing activities.
• Ensure testing milestones and dates are met.
• Oversee and track code migrations to Test and to Prod
• Ensure a proper environment is setup and configured for all required testing.
• Escalate concerns and issues related to Quality and Testing to QA managers and Technical Leadership.
• Ensure ALM projects exist, and developer access is provided for each system being tested.
• Request access be granted to the Tech Lead and Project Manager to all ALM projects impacted.
• Manage (review, classify, and report) defects for all systems being tested.
• Create and email QA test status reports daily to all team members.
• Coordinate User Acceptance Testing.
• Identify and communicate risks.
• Manage testing documentation to ensure artifacts are stored in the proper location and maintained.
• Ensure requirements and test plans are imported into ALM and linked for traceability.
• Update the lessons learned document at the close of the project.

Additional Comments Some positions may require fingerprinting.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
