Minimum Qualifications Open Competitive: A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science.

OR

A bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.

OR

Two years of professional experience in information technology.
Transfer: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18; OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law.

Preferred Qualifications:

3-5 credit hours in DataBase Management Systems: Includes coursework such as the introduction to the design and structure of databases; network, hierarchical and relational models; and implementation and maintenance and security of database systems.

AND

3-5 credit hours in Computer Programming: Includes coursework in the fundamental concepts and basic principles and practices of problem solving with computer programming through flowcharting, pseudo-code and ultimately the use of a programming language including analysis and implementation of run-time environment, scope rules, binding, and parameter passing mechanisms.

AND

3-5 credit hours in Data Structures: Includes coursework in classic data structures, such as stacks, queues, linked lists, and binary trees.

AND

3-5 credit hours in Internet Programming and Technology: Includes coursework which provide the user with skills in programming of web pages, as well as the techniques and tools for analyzing, designing and building effective web pages for a variety of applications. Courses including those focusing only on how to display content should not be included.

AND

6-11 credit hours in Web Design/Creating Presentations of Content: Includes coursework in creating presentations of content (usually hypertext or hypermedia) that is delivered to an end-user through the Web, by way of a Web browser or other Web-enabled software like Internet television clients, microblogging clients and RSS readers.

Duties Description Under the direction of an Information Technology Specialist 3 (SG-23) within the Chief Technology Office, Business Applications Services, Health and Human Services Portfolio, this position will complete programming and testing assignments associated with the development and maintenance of the Office for People with Developmental Disabilities; (OPWDD) Tracking and Billing System (TABS).
The incumbent will also perform software maintenance activities, including remediation, software upgrades and enhancements.  Specific duties include, but not limited to:
?            Develop code using Intersystem Cache programing language to support the TABS application.
?             Test and debug coding errors that may occur within the TABS application referring to design specifications, ITS standards, test plans and end user feedback.
?             Perform software maintenance, modifications, upgrades, and remediation associated with the TABS application.
?             Create and maintain user and system documentation as required.
?             Assist with the coding and testing of the transformation of the TABS application towards incorporating modern technology approved by the Enterprise while ensuring security requirements and adequate access controls are in place.
?             Assist in moving the TABS application to a GUI interface.
?             Perform programming HTML screens for all character-based TABS menu options.
?             Exchange TABS information with internal and external databases using web services.
?             Provide technical assistant with the development of a conceptual design as new incentives are introduced by OPWDD impacting the TABS application.  Technical assistance includes the functional specifications that define the business rules, the input, processing, and output details pertinent to the application operations and report programs.
?             Create and modify the Oracle ad hoc tables and views associated with the TABS application according to the standards set up by the DAP Database Administrators. Maintain the data dictionaries when changes occur and assist users with questions regarding the data.
?             Perform diagnoses and trouble shoot application software problems as they occur to minimize application downtime.

Additional Comments Some positions may require fingerprinting.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
