Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive service as a Health Care Surveyor 3 (Nursing), G23
Non-Competitive Candidates: Possession of a license and current registration as a registered professional nurse in New York State; and three years of post-licensure, specialized professional administrative or professional clinical experience.
Substitution: A bachelor's degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.
Preferred Qualifications: Ability to actively participate on an interdisciplinary team, accept constructive criticism, and display constant professionalism as a representative of the Department; excellent interview, observational, and writing skills and the ability to translate collected information into legal defensible reports. Experience with the aged and Aging population, especially in the provision of direct patient care as a human service or clinical professional, and an ability to appreciate how the aging process affects outcomes, and flexibility and dedication. Clinical knowledge and experience with Long Term Care and the aging population and Federal Surveyor Minimum Qualifications Training certification. Good understanding and use of Microsoft Office Suite, particularly work, excel, outlook as well as SharePoint. Excellent written and oral communication skills.
Duties Description Serving as a member of a recertification, focused infection control survey or investigative team; investigating patient complaints and other complaints concerning facilities, individuals and health care professionals including conducting interviews of patients, family members and health care professionals; reviewing medical records for quality assurance purposes; reviewing quality assurance and discharge planning efforts. Serving as a Team Facilitator during recertification and complaint investigation surveys. Supervise surveillance staff during onsite surveys and during onsite post survey revisits. Monitoring patient care in the event of a health care emergency (e.g., a strike or disaster). Writing and reviewing Statements of Deficiencies, and case summary reports. Conducting first stage review of statement of deficiencies submitted by members of surveillance team. Entering surveillance data into ASPEN. Uploading documents into electronic filing system. Performing quality assurance review of survey kit prior to submission for supervisory and support staff review. Reviewing and/or assigning the review of Plans of Corrections submitted by Nursing Home facilities. Reviewing and/or assigning the review of offsite post survey review documents and determining facility compliance.
Additional Comments This position requires travel to areas often underserved by public transit. Federal Surveyor Minimum Qualifications Training Certification is required within one year of the date of employment.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
Non-competitive appointment via the HELP program. Posted salary range includes the statutory hiring rate at step 4 and job rate for PS&T Grade 22 ($90,464 to $101,197), plus an additional geographic pay differential of $35,000 and a downstate adjustment pay of $3,400.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
