Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must possess a bachelor’s degree AND seven (7) years of experience as a program or project manager OR a master’s and six (6) years of experience as a program or project manager. Two years of the experience must have been at a managerial level.
PREFERRED QUALIFICATIONS: Preference may be given to candidates who have:
• Experience with state and federal agencies;
• Project Management Professional certification;
• Experience designing and executing multi-project programs;
• Five years of experience leading multi-project program with significant IT modernization and organizational transformation goals;
• Five years of experience developing, executing, and monitoring project plans including scope, schedule, budget, resource, risk management, quality management, and communications plans;
• Five years of experience in vendor and contract management;
• Experience with NYS procurement including the development of procurement materials and experience leading the procurement and contracting process;
• Experience managing cross-functional teams consisting of IT, program area, and contractor resources;

Duties Description The New York State Education Department’s Office of Information Technology Services is seeking applicants for the position of Project Director. The incumbent of this position will oversee the day-to-day operational responsibilities of the State Longitudinal Data System (SLDS) project team. The key function of the Project Director will be to assist both Principal Investigators (PIs) in their specific tasks and implement the project timeline through the project lifecycle. The incumbent will establish workflows, assign tasks to team members, make sure everyone is on track, and update PIs and the SLDS Working Group as the project progresses. This is a highly visible position that will interface not only with NYSED senior leadership, but also with other New York State agency leaders. The SLDS project aims to modernize infrastructure and improve the interoperability to demonstrate proof-of-concept for a Statewide Longitudinal Data System, which ultimately integrates data from Pre-K through 12 grade, higher education, and workforce data sets. Duties of this position include, but are not limited to:
• Serve as liaison with State and Federal agencies as needed;
• Oversee and track the SLDS Project using NYSED IT system tools, such as Atlassian Jira and Confluence;
• Manage the related work and develop reports directly related to the deliverables, tasks, and outcomes for the SLDS grant;
• Provide informational updates to internal and external stakeholders, gathering and assessing feedback for impact on the long-term SLDS goals and priorities;
• Directly manage large and complex contracts and vendor engagements;
• Plan, organize and direct the project management functions;
• Develop and maintain all project management plans, including project charter, scope, schedule, risk management plans, communications plan, and organizational change management plans;
• Maintain budgets, review budgets for adherence, and routinely advise leadership of the status on spending and related contracting;
• Develop procurement materials for components of the project;
• Oversee the process for procurements for software, hardware, and vendor engagements;
• Manage vendors contracted to assist with project work;
• Review project schedules and interact with team members and stakeholders to facilitate adherence to schedules;
• Oversee all Quality Assurance (QA) testing, including development of QA support structures and rollout of User Acceptance Testing (UAT) with the business;
• Coordinate project management functions and follow standards established by NYSED’s ITS’ Enterprise Architecture and Integration;
• Comply with and ensure all project staff comply with NYSED and NYSED ITS and Information Security Office policies, standards, and procedures;
• Collaborate with the Finance Office and the Office of Counsel to monitor payments to contractors, and develop efficient practices for timely payment in conformance with contractual and statutory requirements;
• Participate in meetings as required with the Division of Budget, Office of P12 Operational Support, and the Office of the Chief Information Officer; and
• Work within the SLDS Work Group and the PIs to ensure standards are adhered to and schedule obstacles are identified, and plans developed to overcome any obstacles to project success.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a temporary appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and work experience will be required at the time of interview for all candidates. This position will require 25% in-state/Statewide travel.
This position leads to a maximum salary of $155,130 based on annual performance advances.
