Minimum Qualifications At least ten years of executive experience in leading teams and high-level management in a complex human services organization. Bachelor’s degree required, an advanced degree (e.g., Master of Public Policy, Master of Business Administration, Master of Public Administration) preferred.
In addition, the ideal candidate will possess the following knowledge, skills, and abilities:
• Exceptional management skills and ability to make strategic decisions pertaining to staff and procedures across a complex governmental entity with administrative, operational, and regulatory responsibilities.
• Demonstrated ability to manage crises and emergencies and within tight timelines and under pressure.
• Demonstrated experience leading and overseeing government operations, including management of personnel, budget, policy development and stakeholder engagement.
• Critical decision-making skills with the ability to process information and commit to a definite course of action.
• Experience in implementation of change management strategies and plans.
• Effective communication and responsiveness with advanced written and oral communication skills, and a high degree of responsiveness.
• Demonstrated commitment to and ability to use an equity lens and framework to create inclusive, diverse, and safe workspaces and programs.
Duties Description The New York State Office of Children and Family Services (OCFS) Executive Deputy Commissioner is responsible for the overall strategic operational and administrative management of the agency.
Reporting to the Commissioner and having direct reporting staff including the Deputy Commissioners, the Executive Deputy Commissioner will be responsible for the following:
• Manage and oversee OCFS operations across multiple divisions and programs, working as a liaison with both external and internal stakeholders, and assist with the development of the agency’s annual goals.
• Align staffing and program goals with the agency strategic plan, vision, and legislative mandates.
• Review, analyze and evaluate the efficiency and effectiveness of the execution and delivery of OCFS program operations, service access, policies, procedures, and cross-divisional support.
• Determine the desirability and feasibility of establishing new and/or modifying agency processes and ensuring successful implementation of operational changes where needed.
• Directly supervise the agency’s operational divisions by providing advice, guidance, direction, and decisions when necessary to Deputy Commissioners to ensure agency strategic and operational goals are met and to foster cross divisional and interagency and intergovernmental cooperation to accomplish the agency’s mission.
• Represent the Commissioner at meetings with the Governor’s Office, leadership of other State departments and agencies, members of the Legislature, federal, State, and local leaders and external partners.
• Serve as a trusted advisor to the Commissioner, ensuring the successful implementation of the Commissioner’s policy agenda and integrating it into agency operations.
• Design and implement policies to promote the agency’s culture and vision and oversee day-to-day operations of the agency, ensuring that the agency is operating effectively and on track with its mission and goals.
• Drive forward agency and statewide initiatives to enhance diversity, equity, inclusion and accessibility in service access/delivery and the agency.
Additional Comments Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
