Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
Promotional:
You must have a New York State Land Surveyor’s License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Land Surveyor.
Open Competitive:
You must have a New York State Land Surveyor’s License and current registration.
Note: Appointees will be required to have a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description Professional Land Surveyor 1 Job Duties
Under the direction of the Regional Design Engineer, the incumbent will supervise the Right of Way Mapping and/or Land Surveying sections, including:
? Supervise, manage and direct work assignments for staff within the ROW mapping and survey sections.
? Use professional judgement to make complex highway boundary and property line determinations.
? Direct staff on legal issues regarding Highway Law and property acquisition.
? Reach out to other public and private organizations for highway and mapping information.
? Oversee preparation of Right of Way Taking Maps and Approve & Stamp Right of Way Taking Maps.
? Provide direction to survey group in preparation of survey reports and collection of field survey data.
? Ensure all safety procedures are followed by staff performing field work.
Responsibilities include serving in a management role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.

Additional Comments * For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
