This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Duties Description Candidate will be assigned duties in the Division of Environmental Remediation, including Emergency Spill Response. Required duties for Emergency Spill Response include at a minimum: Be available 24/7 in accordance with a predetermined on-call schedule to respond to petroleum and chemical spills, as required/directed. Prepare complete, accurate and detailed inspection reports for each incident. Provide direct oversight to ensure cleanups are completed in accordance with program standards, criteria and guidance. Review and evaluate site investigation reports to determine the source and cause of spills, including determining the party(ies) responsible. Provide direct oversight and prepare documentation of contractor time and materials for State-funded spill cleanup. Evaluate request for payment applications from contractors. Complete all necessary administrative reports and compile appropriate documentation in a prompt and thorough manner. Prepare complete, accurate, and timely Investigative Summary Reports for cost recovery and testify in formal enforcement proceedings. Candidate will also be assigned projects, including the management and oversight of investigation and cleanup projects, in the following program areas: State Superfund Program (Inactive Hazardous Waste Disposal Site Remedial Program), Brownfield Cleanup Program, Environmental Restoration Program, Chemical and Petroleum Bulk Storage Program. Required duties will include at a minimum: interaction with remedial parties, property owners, the public and governmental agencies; oversight of remediation sites, remedial consultants and contractors; review of site conditions and data to assess the nature and extent of site contamination, and evaluation of remedial alternatives and remedy selection; design and implementation of selected remedies, and monitoring of remedy effectiveness. Candidate must be able to communicate effectively and convey specific factual information verbally and in writing; organize and analyze data, identify important findings and provide sound recommendation, and write/edit reports. Candidate will be expected to communicate effectively (verbal and written) with the public/regulated community and manage multiple projects simultaneously and under tight time schedules.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain. Must be able to work in remote areas.
Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available to respond to after-hours emergencies. Must provide 24-hour response on a rotational basis and work during normal business hours. Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification. Must be able to lift and move objects up to 50 pounds. Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
