Minimum Qualifications The desired candidate’s skills and qualifications should include and not be limited to:
• An advanced degree from an accredited university or college and have at least 5 years experience in implementing innovative diversity, equity and inclusion programs.
• Demonstrated operational leadership and success designing and implementing innovative programs. This includes experience planning, formulating, and executing policies and programs focused on diversity, equity, inclusion, hate, bias, and other similar program areas.
• Demonstrated project management and problem-solving skills, with ability to design and implement large-scale, long-term strategic plans with measurable key performance indicators.
• Effective leadership and communication skills, with the capacity to engage credibly with both internal and external stakeholders across the State.
• Strong oral and written communication skills, including skill at public speaking and the proven ability to present the unit’s position succinctly and persuasively in meetings with high-level government officials and other stakeholders.
• Adept at establishing and maintaining strong working relationships with key stakeholders.

Duties Description Reporting to the Commissioner, the Senior Director duties include, but are not limited to:
o Taking a holistic approach to the prevention of incidents of hate and bias, and coordinating with regional councils as well as sister agencies like DCJS, OVS and NYSP to develop and coordinate education-based and community-driven prevention strategies and coalitions to address lack of understanding and biases fueling incidents and to foster reconciliation and healing for victims.
o Traveling to and working with Regional Councils across the State to develop objective-based plans to address hate and bias prevention in their regions, complete with key performance indicators.
o Identifying and communicating hate and bias prevention priorities for Regional Councils to address in their objective-based plans.
o Establishing regular engagement and monitoring of Regional Council progress in executing hate and bias prevention plans.
o Occasional travel to provide direct support to communities who have experienced hate and bias and for presentations and meetings on behalf of the agency
o Providing thought leadership on areas of emerging concern in preventing hate and bias incidents informed by knowledge of community needs, the dynamics that cause these incidents and the diversity of the State of NY. This includes
proposing innovative approaches to complex problems and developing policy positions on key areas of existing policies, including preparing reports, policy statements, testimony, and other written materials. o Advising the DHR Commissioner and the Lieutenant Governor on operations, objectives, and accomplishments.
o Validating expenditures made by Regional Counsels using program funds are bona fide and comply with program requirements.
o Establishing and maintaining effective working relationships with the regional councils, city, state, and federal agencies as well as non-profits, elected officials, community groups, and others.
