Minimum Qualifications Minimum qualifications for non-competitive appointment:

Promotional: You must be a qualified employee of the New York State Department of Environmental Conservation and have had 12 months of permanent competitive, non-competitive, or 55-b/55-c service as a Construction Equipment Operator, General Mechanic, Trades Generalist, Labor Supervisor, Facility Operations Assistant 2, Maintenance Assistant, Maintenance Assistant Mechanic, Service & Repair Assistant (Motor Equipment), or Maintenance Assistant Parks.

OR

Open Competitive: Three years of experience in general construction or maintenance.

Candidates may also be eligible via the following:
Reassignment - Currently in title and an employee of DEC.
or

Reinstatement Eligible - Previously held the title on a permanent competitive basis.
or

55-b/55-c Appointment: Candidates must meet the open competitive minimum qualifications above and include with their resume or application, copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

Note: If there is a viable promotion examination eligible list (three acceptors) for this position, candidates who qualify under NY HELPS or 55-b/55-c cannot be considered.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description This position will support Lands and Forest, Wildlife, Fisheries, Campgrounds, and all recreational activities out of our Mt Tremper Field Headquarters. Primary responsibility will be to serve the Lands and Forest and Recreation Programs, supervising staff performing facility improvements and maintenance activities. The COS1 will supervise a crew or multiple crews responsible for the maintenance, improvement and construction of recreational facilities and infrastructure, including, campgrounds, hiking trails, wildlife observation areas, fishing access sites, boating access, snowmobile trails, cross country skiing facilities, horse trails, and hunting access areas. The COS1 will coordinate a variety of site-specific maintenance projects, material, and equipment purchases, and monitor all activities related to the maintenance of facilities and property in the Region. This Position will also support and accomplish critical public facing issues such as garbage and refuse removal, hazard tree removal, snow and ice treatment, code and health and safety violations.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain. Must be able to work in remote areas.
Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available to respond to after-hours emergencies. Must obtain a Class A CDL within 12 months of appointment with appropriate endorsements and no air brake restriction. Will be subject to the Federal Omnibus Transportation Employee Testing Act (OTETA) of 1991, which requires employee testing for drug and alcohol abuse. Must be able to lift and move objects up to 50 pounds.
