Minimum Qualifications Bachelor’s degree and five years of relevant experience. *

*Substitutions: four years of relevant experience or associate degree and two years of relevant experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of relevant experience; Ph.D. may substitute for two years of relevant experience.

Preferred Qualifications:
• At least 5 years of experience in public relations, communication, or a related field, preferably in a government or nonprofit setting.
• Strong understanding of veteran-related issues and programs, with experience working in or with veteran services organizations.
• Excellent written and verbal communication skills, with the ability to craft compelling messages for diverse audiences.
• Proven ability to develop and execute strategic communication plans, including experience managing media relations and crisis communication.
• Proficiency in using various communication channels, including social media, email marketing, and traditional media outlets.
• Demonstrated leadership skills, with the ability to collaborate effectively with cross-functional teams and external partners.
• Strong organizational skills and attention to detail, with the ability to manage multiple projects simultaneously and meet deadlines in a fast-paced environment.
• Knowledge of relevant laws, regulations, and ethical standards related to public information and communication activities.

Operational Needs:
• Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

Duties Description The Director of Public Information will be essential in the handling of media related inquiries, planning the output of information to be shared with media to provide important information to the Veterans community. The incumbent will represent the agency by participating in public and private panels to discuss benefits, programs, services for Veterans and their families. Official travel may be frequent occurrence.

The Director of Public information will represent and/or inform the Commissioner of the Department of Veterans Services (DVS) on public relations matters as well as prepare speeches for the DVS Commissioner. This includes the preparation of monthly and special event briefings for the Governor and DVS Commissioner along with assisting the Governor’s office personnel in obtaining information regarding Veterans’ services for their constituents. Construct and disseminate reports on behalf of the Commissioner and Department. Accreditation by the Department of Veterans’ Affairs, through the NYS Department of Veterans’ Services, as an “Agent” pursuant to Section 38 CFR 14.629 will be initiated and must be maintained; Duties include but are not limited to:

• Create promotional campaigns featuring DVS’s services.
• Develop comprehensive communication strategies to promote veteran-related benefits and programs offered by the department.
• Serve as the primary point of contact for media inquiries, interviews, and press releases related to veteran services.
• Coordinate with internal departments to ensure accurate and timely dissemination of information to various audiences.
• Cultivate relationships with key stakeholders, including veteran organizations, government agencies, and community groups, to amplify the department's messaging.
• Oversee the creation and distribution of marketing materials, including brochures, newsletters, and social media content, to raise awareness of available services.
• Monitor and analyze media coverage and public sentiment to assess the effectiveness of communication efforts and adjust strategies as needed.
• Organize and participate in public events, outreach activities, and speaking engagements to engage with veterans and their families directly.
• Collaborate with other departments to develop educational campaigns and initiatives aimed at increasing awareness of veteran-related issues.
• Provide guidance and support to staff members involved in communication activities, ensuring consistency and alignment with departmental goals.
• Stay informed about legislative changes, policy updates, and best practices in public relations and communication within the veteran services sector.
• Provide leadership and oversight to the DVS outreach team as well as all outreach and community engagement focused activities.
