NON COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
Non-Competitive Promotion (NCP) Qualifications: To be eligible for NCP, candidates must be in the Department of State promotion field and have one year or more of permanent service Contract Management Specialist 1. If 3 or fewer qualified Department of State Contract management Specialist 1 respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Contract Management Specialist 1 without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

The minimum qualifications for NCP appointment are:

One year of permanent, contingent permanent, Contract Management Specialist 1.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Contract Management Specialist 2, the Department of State may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Contract Management Specialist 2 exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:

One or before April 13, 2025, you must be a qualified employee of New York State and have had 45 days of permanent, contingent permanent, or 55 B/C service as a:

Either A. Contract Management Specialist 1, Contract Management Specialist Trainee 2, Contract Management Specialist Trainee 1, Business Officer 1, Business Officer Trainee 2, Business Officer Trainee 1, DHSES Program Administrator 1, Parks Regional Grants Administrator or Purchasing Agent;

Or B. Head Account Clerk, Senior Budgeting analyst, Budgeting Analyst Trainee 2 or Budgeting Analyst Trainee 1.

55 B/C QUALIFICATIONS:

Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.

You must meet the open competitive qualifications from the most recent examination announcement. The open competitive minimum qualifications are:

Duties Description • Oversee staff and processes of the Contract Administration Unit.
• Review and Approval of new contracts prior to submission to control agencies.
• Review and Approval of contract amendments.
• Review and processing of contract vouchers.
• Managing funding and providing reports.
• Manage Legislative Member Items and Legislative adds including contract development/processing and voucher processing. Assisting with the closeout of Federal Grants and act as an Agency Liaison with control agencies.
