Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS: One year of permanent competitive service as a Rent Examiner 1 OR four years of full-time experience performing duties related to rentals, leases, subsidized rents, and other tax benefits in an office or organization dealing with housing or property management related activities, and/or the completion of applications used by DHCR

Or 2. 30 semester credit hours of college-level study AND three years of the experience stated in qualification;
Or 3. 60 semester credit hours of college-level study AND two years of the experience stated in qualification:
Or 4. 90 semester credit hours of college-level study AND one year of the experience stated in qualification:
Or 5. 120 semester credit hours of college-level study.)

OPEN COMPETITIVE MINIMUM QUALIFICATIONS: Must be reachable on the New York State Civil Service eligible list.

70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent permanent in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title is transferrable.

Duties Description Obtain a good working knowledge and understanding of applicable rent laws, regulations, policies and procedures; examine complaints filed by tenants; applications filed by building owners; identify and correctly resolve factual and legal issues presented; conduct case analysis; serve submissions with appropriate follow-up to the applicant, opposing party and
representatives, including attorneys and managing agents of subject buildings; use available technology to obtain information from agency database to facilitate successful performance of job duties, including case management responsibilities; independently employ automated notices, the rent calculation system (if applicable) and automated order generation; determine final disposition and recommend determinations for issuance of final orders for cases on a weekly basis to supervisor; cooperate with supervisors and colleagues and maintain an acceptable level of communication.


The incumbent will review applications from tenants and owners regarding disputes concerning rent amounts, status of buildings, dwelling space, required services, equipment required to be provided with the housing accommodation, major capital improvements, modification of services applications, tax abatements; review evidence provided by owners and tenants; draft and serve notices, documents, and submissions, as necessary, to ensure due process; request inspections as necessary; prepare orders for issuance.
