Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Junior Landscape Architect:
A bachelor's or higher-level degree in landscape architecture OR a Landscape Architect's License from any state or political subdivision of the United States.

Junior Landscape Architects who have successfully completed one year of service and have passed any two sections of the current or incoming Landscape Architect Registration Examination (LARE) will be advanced to Landscape Architect, Grade 20. Failure to obtain a passing result on two sections of the LARE within your first year of service will result in removal from your position.

Landscape Architect:
Successful completion of any two sections of the current or incoming Landscape Architect Registration Examination (LARE) AND one year of experience in planning and designing landscape development and site improvement projects, and overseeing the construction, rehabilitation and maintenance of outdoor spaces and other open areas for transportation facilities, buildings, parks, historic sites, recreational facilities, campuses, gardens, playgrounds, and roads and highways.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description - Provide Landscape Architectural design for wetland enhancements and wetland creations; historic preservations, restorations, and commemorations, pedestrian and bicycle facilities, roadside beauty and pollinator habitat, and restoration or redevelopment of areas used for construction staging.
- Prepare landscape architectural renderings and presentations for public meetings, erosion and sediment control plans, layout plans, planting plans, construction details, specifications, estimates, and correspondence.
- Organize and facilitate public meetings, workshops and hearings.
- Evaluate potential impacts to New York State Department of Transportation property by projects proposed by other agencies, local governments, developers, and organizations. Ensure that any necessary coordination with other agencies has occurred.
- Provide technical advice to right-of-way managers and staff, planning and program management managers and staff; highway, culvert, and bridge design managers and staff; construction managers and staff; and maintenance managers and staff in the areas of landscape architecture, bicycle and pedestrian facility design, accessible design, compliance with the Americans with Disabilities Act (ADA), vegetation management, control of invasive species, and erosion control.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
