Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIUM QUALIFICATIONS:
Real Property Analyst Trainee 1: Bachelor’s degree or higher.

Advanced placement to the Trainee 2 or journey level may be possible depending on education and experience. Candidates appointed at the Trainee 1 level will need to successfully complete a two-year traineeship before advancing to the Real Property Analyst 1, SG-18 level.

COMPETITIVE MINIMUM QUALIFICATIONS:
The selected candidate must be eligible for transfer under Civil Service Law or reachable on the appropriate eligible list for this title and location in accordance with the provisions of Civil Service Law, Rules, and Regulations.

This position is filled as a two-year traineeship:

•Trainee 1 is equated to SG-13, $49,363
•Trainee 2 is equated to SG-14, $52,198
•After successful completion of the two-year traineeship, SG-18 starting salary is $65,001

A valid NYS Driver’s License is required.




Duties Description Real Property Analyst 1 will perform the following essential functions:

• Analyze and evaluate legislation to determine impacts on forms, manuals, webpages, and other communications

•Review and draft responses to emails and letters from property owners, local officials, and legislators

• Conduct training sessions for regional and central office staff and local assessors about assessment administration, market value surveys, commercial data collection, and field review procedures

•Follow detailed procedures to ensure accurate and efficient implementation of bulk mailings, administration of secure website access, and other tasks

• Work collaboratively with staff within the Office of Real Property Tax Services and in other parts of the Tax Department to effectively develop communication plans

• Determine property owner eligibility for a STAR credit

• Respond to questions and issues raised by local officials

• Draft one-time and annual reports in accordance with the Real Property Tax Law

•Draft content for internal and external newsletters, and follow procedures to issue the newsletters

• Travel may be required up to 30% of the time

• Supervise support staff and may train and mentor staff, as needed

• Adhere to the time and attendance regulations of the Department
