Minimum Qualifications Transfer Qualifications: One year of permanent competitive or 55b/c service in a title eligible for 70.1 or 52.6 transfer.
Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Duties Description This position will be part of the Data and Program Support Unit within the Division of Child Care Services (DCCS). This unit is responsible for supporting the data analysis and reporting needs of the Division, which includes the Child Care Assistance Program, licensing of child care providers, and many contract initiatives.

The Program Research Specialist 1 will be responsible for assisting senior staff in the unit with the data analysis and reporting needs of the Division consistent with the Division’s data management practices and procedures, data governance, data security, and data quality standards.

Duties that the PRS1 may be assigned to, or assist with, include, but are not limited to:
- Using a variety of approaches (tabulations, visualizations, statistics, etc.) to analyze and present data for a variety of audiences including agency staff and the public
- Assisting with development of special projects and surveys related to obtaining the necessary data and information needed to inform program decisions and reporting needs
- Researching data sources and data tools and making recommendations for new sources and tools
- Assessing data structures to determine how to best provide data aligned with performance indicators for the Division
- Ensuring data compilation and analysis are clearly documented and adhere to standards and best practices

Additional Comments Preferred Qualifications:
The incumbent should:
1. Be proficient in the use of Microsoft Excel, Word, and Power Point. Experience with SPSS, Cognos reporting, Visual Basic, GIS, and Tableau are desired.
2. Have the ability to organize, manage, and analyze quantitative and qualitative data, including combining, restructuring, and deduplicating data.
3. Have excellent communication, collaboration, and organizational skills. This means having the ability to work both independently, as well as in a team environment.
4. Have diligence and self-motivation, coupled with the ability to plan, execute, assess, and improve one's technical skills, professionalism, and knowledge of the programs that fall under the purview of the Division.
5. Attention to detail is a must.
*For the duration of the NY HELPS Program, this title may be filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.”
Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
