Minimum Qualifications A bachelor’s degree and seven years of relevant experience overseeing or managing program operations, including three years supervisory experience.

*Substitutions: four years of specialized experience OR an associate’s degree and two years of specialized experience may substitute for bachelor’s degree. A J.D. or master’s degree may substitute for one year of specialized experience, a Ph.D. may substitute for two years of specialized experience.

Duties Description The New York State Office of Cannabis Management (OCM) is responsible for the regulation, licensure, and public health and safety of all cannabis and hemp operations in the state, as well as programmatic cannabusiness development. OCM leads the nation in its practice of centering equity and diversity in the opportunity of cannabusiness in communities statewide.

The Licensing Bureau is responsible for handling all stages of licensing for various applicants: cultivator, processor, microbusiness, and adult-use dispensary. The Bureau is responsible for creating a clear and structured process for license review, communicating with applicants, coordinating across OCM programs to support a streamlined licensing operation, gathering feedback from stakeholders to improve licensing operations, and training and developing licensing staff.

Duties:
Under the direction of the Director of Licensing and Compliance, the Deputy Director of Licensing leads, operationalizes, and supports the Office of Cannabis Management’s licensing programs.

Duties and responsibilities include, but are not limited to:
• Collaborate across OCM programs, State agencies, and stakeholders to establish OCM’s licensing application requirements and processes.
• Provide information and resources to applicants.
• Build OCM’s licensing portal.
• Ensure proper review of the applications for a cannabis license.
• Troubleshoot issues facing licensees.
• Stay up to date with changes in licensing regulations and develop local knowledge and expertise in managing problems in the licensing process.
• Research and summarize licensing requirements for OCM’s Office of General Counsel and Executive Office.
• Support and assist staff with license renewal preparation and processes.
• Establish licensing operations metrics with a mind toward efficiency, clarity, and thoroughness.
• Facilitate the development of an effective means to track deadlines, including those for regulatory filings and reports.
• Develop and maintain partnerships with internal and external entities.
• Meet with outside stakeholders to discuss licensing programs and projects.

Additional Comments NOTE:
• Travel may be required (approximately 15%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
