Minimum Qualifications Permanent Transfer Candidate: Current NYS employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 2, G20.

Non-Competitive: possession of a license and current registration as a registered professional nurse in New York State; and two years of post-licensure, specialized professional administrative or professional clinical experience.

Substitution: a bachelor's degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.

Preferred Qualifications: Ability to actively participate on an interdisciplinary team, accept constructive criticism, and display constant professionalism as a representative of the Department; excellent interview, observational, and writing skills, and an ability to translate collected information into legally defensible reports; experience with the aged and aging population, especially in the provision of direct patient care as a human services or clinical professional, and an ability to appreciate how the aging process affects outcomes; proficiency in Microsoft Office Suite, in particular Word, Excel, Outlook and SharePoint; Federal Surveyor Minimum Qualifications Testing certification; and Excellent written and oral communication skills; flexibility and dedication.

Duties Description The candidate will support the Bureau of Quality Assurance by applying clinical knowledge to surveillance and investigative activities to assure that providers, and services provided, meet standards of practice and comply with State and Federal statutes and regulations. Activities include: reviewing surveillance and complaint investigation records including medical records; reviewing statements of deficiencies for quality assurance; reviewing evidence and assisting with determinations of immediate jeopardy; completing enforcement activities; participating in infection control survey audits; reviewing adult day health care programs; providing support to the regional office survey teams; completing and analyzing data reports related to survey activities; participating in informal dispute resolutions; and participating in special projects as needed.

This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.

Posted Salary range includes the statutory hiring rate at step 4 and job rate for PS&T Grade 20 ($81,720 - $91,381) and an additional Geographic Pay Differential of $20,000.
