Minimum Qualifications Permanent Transfer Candidate: Current NYS employee with one year of permanent or contingent-permanent competitive service as a Health Care Surveyor 2, G20.

Non-Competitive: possession of a license and current registration as a registered professional nurse in New York State; and two years of post-licensure, specialized professional administrative or professional clinical experience.

Substitution: a bachelor's degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.

Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, Medicare and/or Child Health Plus. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as eMedNY and NYSOH Back Office. Supervisory experience is a plus.

Duties Description HCS 2 (Nursing) incumbents within the State Disability Review Unit perform disability determinations for Medicaid purposes by processing Aid to Disabled disability determinations for all counties including NYC’s pooled trust, Medicaid Buy-in Program for Working People with Disabilities (MBI-WPD) and Children included in the Consolidated Waiver. The disability process involves a step-by-step evaluation of the client’s impairments and their ability/inability to perform work. HCS 2 (Nursing) staff review medical evidence and determine if the client’s condition meets the definition of a disability, using a sequential evaluation process based on established federal criteria, the same criteria used by the Social Security Administration.

Additional Comments Posted Salary range includes the statutory hiring rate at step 4 and job rate for PS&T Grade 20 ($81,720-$91,381) and an additional Geographic Pay Differential of $20,000.

This position is part of the NYS HELPS program. No examination is required.
