Rockland Psychiatric Center is looking to hire an experienced human resource professional to join their Human Resource Team as a Human Resource Specialist 1. Candidates from outside or within State Service can apply.

Minimum Qualifications:
Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (NY HELPS) program if they have a bachelor's degree and two years of professional human resources experience.

Substitution:
A Juris Doctor, master's, or higher degree in a related field can substitute for one year of specialized experience.

OR

Candidates from outside or within State Service can be considered for a competitive class appointment if they are reachable on the current Professional Career Opportunities eligible list. Appointment from this eligible list would be as a Training Specialist 1 Trainee and to be advanced to the full performance level, Human Resource Specialist 1, you must successfully complete a 2-year traineeship

OR

Candidates within State Service can be considered for a competitive class appointment if they are reachable on the Public Administration Traineeship Transition (PATT) eligible list.

Appointment from this eligible list would be as a Human Resources Specialist Trainee 1 and to be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 2-year traineeship.

OR

Candidates from within State Service can be considered for a competitive class appointment if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description As a Human Resources Specialist 1, you will be part of a Human Resources Team that is responsible for various State personnel activities to support the development and maintenance of the workforce at Rockland Psychiatric Center, including:
• Screening applicants to ensure they meet the minimum qualifications for positions.
• Interviewing candidates for vacant positions, conducting background checks, and onboarding new employees.
• Reviewing and investigating disciplinary and grievance cases.
• Advising supervisors and employees on applicable laws, rules, and negotiated agreements that impact hiring, promotions, terminations, and salaries of employees.
• Obtaining background data on position classification and staffing needs.
• Ensuring employee personnel files are accurate and up to date.
