Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description • Help produce reports for HCR management and staff and in response to outside requests for information, such as audit responses and FOIL requests. This will require interpreting requests to determine the appropriate responses, creating custom database SQL queries, analyzing data, and designing reports and/or graphical representations to best communicate the data to the intended audience. The following software may be utilized in accomplishing this: Sybase InfoMaker, Oracle, Microsoft SQL Server Management Studio, SHARS (HCR mainframe database), MS Excel, MS Word, and ArcGIS.

• Statewide Housing Activity Reporting System (SHARS) database data maintenance. Requires analyzing and assessing data in the HCR "legacy" mainframe database, as well as data input, updates & corrections to maintain the accuracy and completeness of the database. This system is used to capture and aggregate many data types including (but not limited to):
-Applicant/Awardee info.
-Award Assignments
-Political Districts
-Building addresses
-Building geocodes
-Project statuses & dates
-Funding amounts
-Budgets
-Units
-Income targets
-Targeted populations
-Contact info.

• Support of the SHARS system. Will require learning the data structures and functionality of the system and the ability to apply that knowledge to implement solutions to problems which occur and to accommodate changing agency data requirements. This often includes coordination with ITS staff to plan, test, and implement system changes. Eventually assist in any project to replace the legacy system with a more modern system. Also provide SHARS training to new F&D staff and ongoing assistance as needed.

• Assist with the intake and processing of funding applications submitted by for-profit and non-profit developers in response to F&D's funding round RFPs. This includes communicating with the applicants, handling the logistics of the submission process, providing assistance with the application materials both in preparation of the round and during the actual application submission window, and capturing data from the applications in the SHARS database and various spreadsheets as needed.

• Work on procedures for F&D program staff to meet programmatic needs, regulatory requirements & internal controls. This includes producing written materials, designing and organizing workflows, and using the office's electronic document management system as necessary to properly document F&D's processes and activities.

• Work with F&D program staff to evaluate program communication and procedure needs and develop documents, forms, and reports for use by staff and for outside use by HCR housing partners (developers, municipalities, etc.) and the general public.
