Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:

Engineering Materials Analyst Trainee 1:
A bachelor's degree including or supplemented by 24 college credits in chemistry or biochemistry.

Engineering Materials Analyst Trainee 2:
A bachelor's degree including or supplemented by 24 college credits in chemistry or biochemistry and one year of experience* performing quality control and/or quality assurance testing of materials for highway, building, or structural construction and maintenance.

Senior Engineering Materials Analyst:
A bachelor's degree including or supplemented by 24 college credits in chemistry or biochemistry and two years of experience* performing quality control and/or quality assurance testing of materials for highway, building, or structural construction and maintenance.

*Substitutions:
A master's or higher degree in biochemistry, biology, chemistry, chemical engineering, civil engineering, environmental science, geology, geophysics, materials engineering, mechanical engineering, or physics substitutes for one year of experience.

If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description Under the supervision of a higher-level supervisor or manager, the incumbents will perform technical work which may include, but is not limited to:

• Identifying and logging incoming samples into computer software program.

• Preparing samples and conducting standard tests.

• Conducting complex tests on specialized materials.

• Recording test data and calculating test results.

• Maintaining test equipment and a clean work area.

• Following and/or ensuring staff is knowledgeable of, and practices safety procedures.

• Communicating with engineering staff and other sections concerning test results.

• Maintaining testing deadlines and priorities.

• Assigning testing responsibilities and determining priorities.

• Ensuring samples are testing in accordance with appropriate testing procedures.

• Assisting in developing new, or revising existing test specifications.

• Reviewing and developing test result reports, as well as technical correspondence.

• Overseeing quality assurance (QA) procedures for engineering materials.

• Coordinating sampling and inspections activities with private inspection agencies, as well as other Department units and suppliers.

• Training and developing Department staff.

• May supervise and train subordinate technical staff engaged in performing standardized tests.

• Performing other duties, as required.

PLEASE NOTE: Due to the nature of this work, telecommuting is not permitted.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.



Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
