Minimum Qualifications Permanent Transfer Candidates: Current Department of Health employee with one year of permanent or contingent-permanent, competitive, service as an Associate Health Planner, G23 OR current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title G21 or higher and eligible to transfer under Section 52.6 of the NYS Civil Service Law AND able to meet the Open Competitive qualifications below.

NY HELPS: Seven years of experience where your primary duty was performing two of the five following activities:
1. Health Services research and analysis of health care systems resources, beds, services allocations, or processes of care.
2. Demographic or economic analysis for projecting need for health care facilities and services.
3. Analysis of health care resources, staffing needs, usage patterns, health services quality, or patterns of clinical care.
4. Health care policy development and analysis on a statewide, regional, or county basis.
5. Preparation or review of CON applications in a State regulated health care facility or governmental agency.

Preferred Qualifications: CERTIFICATIONS / LICENSES: Certification in Health Care Management, Public Health, or a related field (e.g., CPHM, CPH). EXPERIENCE: Minimum of 4 years of experience in health planning, policy development, or regulatory affairs; Proven experience in managing public health initiatives and regulatory processes; Demonstrated experience in leading and managing teams. SKILLS/KNOWLEDGE/ABILITIES: Strong understanding of public health laws, regulations, and policy development; Proficiency in data analysis and evaluation methodologies; Excellent strategic planning and organizational skills; Strong leadership and team management abilities; Effective communication and stakeholder engagement skills; Ability to develop and implement innovative solutions in a dynamic environment.

Duties Description The Associate Health Planner serves as the unit leader for the Regulatory and Policy Unit within the Policy and Strategy Branch of the Bureau of EMS Administration. This position is responsible for overseeing the implementation of public health laws and the development of regulatory and policy initiatives related to emergency medical, trauma, and disaster services. The role involves performing detailed analysis and evaluation of healthcare resources, ensuring compliance with applicable laws and regulations, managing the regulatory adoption process, and fostering strategic communication and collaboration with stakeholders. The Associate Health Planner provides leadership and guidance to unit staff, promoting a high-performing and collaborative work environment.

MAJOR FUNCTIONS & ASSOCIATED DUTIES

Unit Leadership and Oversight: Lead the Regulatory Affairs and Policy Unit, overseeing the implementation of public health laws and development of regulation and policy initiatives; Develop and implement strategic plans and initiatives for the unit; Coordinate unit activities to ensure alignment with the overall goals and objectives of the Policy and Strategy Branch; Foster a culture of continuous improvement and excellence in regulatory affairs and policy management;

Policy Development and Regulatory Affairs: Administer and oversee the implementation of public health laws, regulatory policies, and legislative initiatives; Develop, draft, and evaluate policies, regulations, and strategies related to emergency medical, trauma, and disaster services; Manage the regulatory adoption process, including stakeholder consultation, public hearings, and final approvals; Develop standards and establish rules and regulations for EMS operations, including agency performance, staffing, equipment electronic data submission, use of medical devices, and blood transfusions by ambulance services

Data Analysis and Performance Evaluation: Perform analysis of healthcare resources, staffing needs, usage patterns, and quality of services; Evaluate the performance of emergency medical systems using both State and national benchmarks; Develop appropriateness review standards and quality improvement guidelines for emergency medical care; Compile and analyze data to prepare comprehensive reports for senior management and executive staff; Prepare comprehensive narrative and statistical reports and policy proposals related to emergency medical system delivery and financing systems.

Research and Health Policy Development: Research emergency health services and analyze healthcare resources on a geographic basis; Assess the demographic and economic impact of proposed actions; develop research designs and methodologies; recommend health policies; Participate in intradepartmental planning groups and the planning of division research priorities; Develop comprehensive plans for emergency medical and trauma care, including injury control and quality assurance measures.

Staff Services and Development: Provide leadership and guidance to unit staff, promoting a high-performing and collaborative work environment; Identify training needs and professional development opportunities for unit staff; Conduct performance evaluations and manage personnel actions as required; Ensure unit staff are equipped with the necessary tools and knowledge to execute regulatory and policy tasks effectively; Plan follow-up studies that measure improvement over time; Ensure compliance with educational and operational standards for EMS and establish certification fees for ambulance services and personnel.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
