COMPETITIVE MINIMUM QUALIFICATIONS:

REASSIGNMENT QUALIFICATIONS:
Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Program Operations
Specialist 1. If you have less than one year, you must be currently reachable on the eligible list.

TRANSFER QUALIFICATIONS:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

The position may be filled at the Program Operations Specialist Trainee 1 level equated to SG-13, ($49,363), Program Operations Specialist Trainee 2 level equated to SG-14 ($52,198) or full performance Program Operations Specialist 1 SG-18 ($65,001), based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Program Operations Specialist 1 SG-18 following the successful completion of the traineeship.

Duties Description The Program Operations Specialist 1 (POS1) position is part of The Division Statewide Services under the Bureau of Intensive Treatment Services (BITS). The Bureau of Intensive Treatment Services (BITS) is responsible for overseeing OPWDD's compliance with court orders issued under Criminal Procedure Law (CPL) or the Family Court Act. Bureau staff must be responsive to court orders while promoting person-centered planning that builds an individual's strengths and mitigates their risk. The bureau tracks all forensic notifications, that is, notifications of individuals with intellectual/developmental disabilities who become justice-involved. BITS staff regularly coordinate with and provide guidance to regional office and state operations staff, as well as other stakeholders across the state. Reentry planning and facilitating complex systems of care dialogue with relevant service systems is often needed. Best practices in the complex and highly specialized field of developmental disabilities are continuously evolving. As such, the Program Operations Specialist 1 will assist the Director with research, protocol development, tracking forensics cases and delegation of tasks to OPWDD Forensic Liaisons.

The POS1 will also support bureau operations by assisting with the following critical need areas:
• Track and process court orders in assigned areas (e.g., CPL 730, CPL 330.20). Provide follow up with regional office OPWDD staff. Collaborate with the appropriate parties to ensure OPWDD takes appropriate and timely action, consistent with the legal requirements of the order.
• Monitor forensic notifications of individuals who are eligible for OPWDD services and who become justice-involved (probation, parole, jail, prison, etc.). Disseminate appropriate information to BITS staff, regional office/state operations staff, and service providers to ensure that individuals with significant justice-involvement can avail themselves of OPWDD supports and services, with the goals of reducing further involvement with the justice system and increasing the safety of the individual and the public.
• Participate on the Statewide Forensic Advisory Committee which reviews requests for court authorizations, changes in status or granting of leaves for people committed to OPWDD via the Criminal Procedures Law.
• Participate on Statewide Admissions Committee which manages all admissions and discharges to all OPWDD operated campus-based institutions.
• Facilitate reentry planning processes with collaborative partners, to ensure that individuals with intellectual/developmental disabilities are provided with the supports, structures and services that are needed for successful transition from jail or prison to the community.
• Work closely with other OPWDD units/bureaus, Counsel's Office and voluntary not-for-profit agency providers on case-related issues.
• Collaborate with other State agencies, such as the New York State Office of Mental Health (OMH), Department of Corrections and Community Supervision (DOCCS), local departments of Probation, district attorney offices, defense agencies, courts and other partners to resolve issues and facilitate management of court orders and/or cases.
• Assist the Director with facilitating transitions to community for individuals in need of less restrictive settings. Help identify and resolve operational and policy/program issues impacting service provision to individuals with forensic and other complex behavioral treatment needs.
• Assist with or conduct special projects, and complete other bureau tasks, as assigned, including but not limited to developing protocols for assigned substantive areas, analyzing bureau volume, identifying and summarizing performance indicators and making recommendations for increased bureau efficiency and effectiveness.
• Assist with developing and/or presenting trainings, as assigned.
• Other duties as assigned by the Bureau Director.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non- competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
