Minimum Qualifications Candidates must possess a bachelor’s degree or higher in informational/operational technology (IT/OT), computer science, or engineering AND five years of experience* with one or more of the following: energy sector (including electric, gas or water infrastructure) information and/or operations technology, data privacy and security, IT/OT policy, and industrial controls software solutions; providing written evaluations, recommendations, and/or implementation plans regarding information and operation technology projects, including best practices in the industry; specifying, reviewing, or implementing IT/OT programs, and standards; understanding of implementing strategies to meet State, federal, and international legal requirements related to information and operation technology. privacy, and associated security protocols.

Preferably, candidates should comprehend risk mitigation and compliance and be versed in the intersection between technology and organizational change. Ideal candidates should have experience with reviewing, specifying, or deploying information technology applications and solutions that exist primarily in the utility and energy company industries. This can include experience implementing data architectures, Outage Management Systems (OMS), Advanced Distribution Management Systems (ADMS), Energy Management Systems (EMS), Supervisory Control and Data Acquisition Systems (SCADA) and Distributed Energy Resources Management Systems (DERMS) platforms.

Ideal candidates should also have experience with status quo disruption by way of innovative information technology solutions including the incorporation of innovation technologies into existing infrastructure/technology solutions in landscapes with constraints of various types. In addition, the ideal candidate will possess exceptional communication skills, with the ability to articulate complex technical concepts to diverse audiences with the ability to manage multiple complex projects, often with challenging timelines. Experience working for or with utilities and other regulated companies in the energy industry on data systems, information technology initiatives, and operational technologies is strongly preferred. A keen understanding of the scope, costs, risks, and benefits (of various types) associated with data-supported decision-making and the infrastructure required to enable it would be highly desirable. A master’s degree in informational/operational technology, computer science, statistics, mathematics, or data engineering is preferred.

*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Duties Description The Assistant Manager Information Services, NS-M2, will work in the Resilience Section of the Office of Resilience and Emergency Preparedness (OREP) and will report to the Manager Information Services, NS-M4. The Assistant Manager Information Services will assist with the analysis of information technology (IT), operations technology (OT) and maintenance programs along with relevant operating and capital expenditures in utility rate cases. The analysis will specifically focus on the need, timing, degree of fit of the proposed projects compared to other alternatives considered, timelines required to produce benefits, and reasonableness of the cost estimates and the assumptions used to calculate them. Additional specific duties include, but are not limited to:
• Assisting staff in the review, analysis, and document preparation related to IT programs and projects in utility rate cases and coordinating with other Department offices on such cases including briefing management.
• During utility rate case proceedings, evaluating the utility company’s planning and cost estimating techniques and policies for IT; participating in utility rate proceedings as an expert witness on utility IT investments; reviewing and analyzing rate case documents and files; participating in interviews with utility company personnel; attending meetings, site visits, and technical conferences that are related to the IT proposals; testifying before an Administrative Law Judge as an expert witness on behalf of the Department of Public Service; leading the development of staff-written documents and files addressing IT topics including formal information requests, testimony and exhibits, joint proposals, and legal statements; developing, when needed, metrics and mechanisms for the utility implementation of IT projects and programs such as Key Performance Indicators, earning adjustment mechanisms, and positive or negative revenue adjustment mechanisms.
• Participating in more complex and/or high-profile cases related to IT projects or programs as necessary which includes drafting, reviewing, and approving relevant written documents and communications.
• Conducting site visits and utility personnel interviews to investigate and track IT-related projects and flagging risks and issues for management.
• Establishing and maintaining contact with utilities, as needed, regarding IT issues and areas of concern, the status of IT projects, benefit delivery, risk mitigation, progress made on cost reduction, ongoing and future IT investment needs, and IT project timing.
• Participating in meetings with utilities to discuss and review IT actual and budget spending levels, reasons for deviation from their budgets, corrective actions taken, and IT metrics and mechanisms.

Remarks:
Salary will be commensurate with experience. The primary location for this position is in Albany, New York with up to 10% travel, which requires possession of a valid driver’s license. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority. Appointment to this position is contingent upon Division of Budget approval.
