Minimum Qualifications Reassignment: Current NYS Department of Health (DOH) employee with permanent pr contingent permanent status as an Assistant Attorney 1, NS, Assistant Attorney 2, NS, Assistant Attorney 3, NS or Senior Attorney, G-25.

Transfer: Current NYS employee with one year of permanent or contingent permanent competitive service in a title eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.

NY HELPS:

Assistant Attorney 1, NS: Law school graduation and/or eligibility for NYS Bar Admission.

Assistant Attorney 2, NS: Admission to NYS Bar.

Assistant Attorney 3, NS: 12 months as an Assistant Attorney 2, or Admission to the NYS Bar and 12 months of subsequent satisfactory legal experience.

Senior Attorney, Grade 25: 12 months as an Assistant Attorney 3, or Admission to the NYS Bar and 24 months of subsequent satisfactory legal experience.

NOTE: Admission to the New York State Bar and current registration to practice law in New York State is required for continued employment. Disbarment or loss of registration shall result in termination or suspension of employment. Position may be filled at the Senior Attorney level or one of the Assistant Attorney traineeship appointment levels. Appointment title will be dependent upon qualifications of candidate selected. This position may be designated 55-b/c and is subject to verification of applicant eligibility.

Preferred Qualifications: Excellent legal research and writing skills; confident verbal communicator. Ability to manage multiple ongoing assignments while meeting deadlines and shifting priorities as needed. Able to quickly learn complex new material and issue spot legal or policy risks. Prior experience working with the New York State Medicaid program. Prior experience working with the state legislature or the state's budget process.

Duties Description The attorney will report to the Director and Deputy Director of the Bureau of Program Counsel. Attorneys in the Bureau provide legal support to program staff on a wide variety of matters that come before the Department. Specific Duties include: Provide legal guidance and support to program staff within the Office of Health Insurance Programs, including director level staff, regarding legal issues that present in the routine operation of department programs. Interfacing with other agencies and stakeholders on matters related to your assigned portfolio; and briefing the Director, Deputy Director, General Counsel and other executive staff on matters of import. Review independent practice association (IPA) and managed care Consent to File requests. Conduct routine legal research and draft legal memoranda. Research and draft Departmental and Article VII legislation related to assigned portfolio. Drafting and reviewing policy statements, contracts, memoranda of understanding, proposed legislation and regulations, and other agency materials.
