Minimum Qualifications Permanent Transfer Candidates: Permanent Transfer Candidates: Current NYS employee with one year or more of permanent or contingent-permanent competitive service as a Program Research Specialist 1 G18, OR in a position allocated to a G16 or higher and eligible for transfer via Sections 52.6 or 70.4 of the Civil Service Law, OR in a position allocated to a G11 or higher and eligible for transfer to a Program Research Specialist Trainee 1 or Trainee 2 leading to the G18 level under Section 52.6 or 70.4 of the Civil Service Law OR as a Program Aide G13 and eligible for transfer to the G13 Trainee level via Section 70.1 of the Civil Service Law. Transfer candidates applying via 70.4 to the G18 level must also possess a Bachelor’s degree and nine 9 semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics*, research methods, or statistics AND two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations. Transfer candidates applying via 70.4 to the G13 Trainee level need only to possess the bachelor’s degree and nine (9) credit hours described above; candidates applying via 70.1 to the G13 Trainee level need only to possess the nine (9) credit hours described below.

Program Research Specialist 1: A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Substitution: A master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics may substitute for one year of experience.

Program Research Specialist Trainee 2: A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics, and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data.

Program Research Specialist Trainee 1: A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics.

Preferred Qualifications: Demonstrated familiarity with Microsoft Office including but not limited to Excel, Word, Outlook, PowerPoint and SharePoint; demonstrated ability creating and running reports from the applications listed above as well as experience with data collection, analysis, and research; strong organizational skills and attention to detail, demonstrated ability to plan, organize, and prioritize assignments; ability to work with supervisors, co-workers, management, and stakeholders; and knowledge of health workforce shortages, social determinants of health and health issues in underserved communities.

Duties Description Support the New York State Primary Care Office deliverables and activities, including the provision of technical assistance to stakeholders regarding Health Professional Shortage Areas and Medically Underserved Areas and Populations; liaison to vendor; review of applications related to J-1 visa programs for foreign medical graduates; review applications for certification for the National Health Service Corp; participate in the grant award program, the Primary Care Service Corp Loan Repayment Program; and other duties as assigned.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
