Minimum Qualifications NY HELPS Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. four years experience in the construction, operation, or maintenance of a park or recreational facility within a park;* one year of this experience must be at a supervisory level; Or 2. four years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;
Or 2. an associate's or higher level degree or 60 college semester credit hours AND two years as described in No. 1 above; one year of this experience must be at a supervisory level.
*For the purposes of this examination a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.
**For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. Eligible List Qualifications:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Reassignment Qualifications:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 1 to be eligible for reassignment.

55-b/c Qualifications:
This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.

52.7 Non-Competitive Promotion (NCP) Qualifications:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made pursuant to Section 52.7 of the Civil Service Law. The minimum qualifications for the NCP appointment are: One year of permanent competitive or 55b/55c service as a Park Supervisor 1.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

Duties Description Under the supervision of the Saratoga Spa Park Manager, the Park Supervisor 2 is a working supervisor responsible for developing and implementing programs and services for the public and planning, coordinating, and overseeing the maintenance and operations activities at Peebles Island State Park. T The Park Supervisor 2’s duties will include but are not limited to the following:

• Supervising and performing administrative duties in support of the facility; preparing various reports, including attendance, personnel, and work progress reports.
• Planning, scheduling, implementing, evaluating, and supervising work projects, including the maintenance, repair, and construction of developed areas of the park, including buildings, park features, grounds care, or other structures and landscaped zones; and evaluating work requests and scheduling materials, equipment, and personnel to complete job assignments.
• Inspecting landscaped areas and buildings to identify repair needs, recommending corrective action, resolving work problems, evaluating work progress, identifying additional needs for attention, implementing preventative maintenance programs, reviewing maintenance requests, and assessing materials, equipment, and labor requirements.
• Preparing project cost estimates and timelines; instructing subordinates in work techniques, equipment use, and safety precautions and requirements; preparing requisitions for purchasing materials and supplies and other documentation; and monitoring inventory and requisitions materials, tools, equipment, and supplies.
• Operating vehicles and other power equipment utilized in the maintenance and repair of the park, including, but not limited to, trucks, chainsaws, bobcats, tractors, etc.
• Serving as a working supervisor who may also participate directly in project work as needed to guide staff.
• Coordinating the logistical aspects of routine programs and special events. This includes ensuring the safety and enjoyment of all park visitors by managing traffic flow, and cleanup. Your role will be instrumental in coordinating temporary maintenance work for special events, ensuring that all visitors have a safe and enjoyable experience at Peebles Island State Park.
• Attending and conducting meetings as needed to plan work projects; working cooperatively with other agencies and organizations to accomplish park objectives. As well as working collaboratively with others, including Internal and external stakeholders, such as contractors when conducting site visits and reporting results, friends groups when holding meetings, staff when conducting meetings to plan work projects, and other agencies when working collaboratively.
• Must be able to lift, carry and/or move equipment or materials of different weights and sizes and be able to stand for long hours.
• Perform other related duties as assigned.

• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must be willing and able to work a flexible schedule as required. The work schedule may change to accommodate operational needs.
• Position may require working in inclement weather.
