Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Open Competitive:
Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;
Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience in the design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Professional Engineer 1 (Civil) is a continuous recruitment examination for promotional candidates only. All interested promotional candidates must complete their online application here: New York State Career Opportunities in Engineering (ny.gov). There is no fee for this examination. The minimum qualifications are:
Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil).

New York State Education Department (NYSED) Guidelines for Professional Engineering Practice, Guideline 1: As a licensed professional engineer, you are required to practice within your authorized scope of practice, as defined in the Education Law, Commissioner's Regulations and Rules of the Board of Regents. 2. Continued employment as a Professional Engineer 1 is dependent upon continued possession of a New York State Professional Engineer's license with current registration. Failure to maintain your New York State License and registration may result in removal from the Professional Engineer 1 title. Duties Description CONSTRUCTION: As a Professional Engineer 1 (Civil) in the Regional Construction Group, the selected candidate may either be assigned to an Engineer-In-Charge position on one or more active construction contracts or to a supervisory position in the regional construction office as assigned by the Regional Construction Engineer. Overnight assignments, night work and weekend work may be required to support construction operations. The duties include supervising consultant and/or State forces, managing construction activities to ensure compliance with contract requirements, as well as Federal, State and Local Laws, Rules and Regulations, and assuring the contractor meets high standards of quality and workmanship and overall safety on the project. The duties of this position require considerable travel and field work. At the time of appointment and continuously thereafter, possession of a valid license to operate a motor vehicle in New York State is required or the ability to meet the travel requirement of the position must otherwise be demonstrated.
DESIGN: Incumbents perform a variety of complex and responsible technical duties depending on assignment. Professional Engineer1’s are found throughout Design in a variety of units. The final assignment of the position shall be tailored to the strengths/desired opportunity identified during the interview. When assigned Design, typical duties may include, but are not limited to:
*Develop and complete sealed engineering designs for transportation projects.
*Direct supervision and management of engineers, technicians, specialists and analysts.
*Train subordinate staff in advanced technical applications.
*Prepare written technical material for capital projects.
*Perform technical reviews and seal work of subordinate staff.
*Coordinate and interact with customers, stakeholders and support staff in various functional units.
*Assignment will be in one of the following areas: Structures Design, Highway Design, Consultant Management, Hydraulics, or Bridge Safety Assurance (Bridge Inspection Team Leader and/or Bridge Load Rating).
*Provide technical support to one of the Region’s Asset Teams or Task Forces.
*Provide technical support to Construction Group to resolve construction issues.
For all positions, the applicant must have strong communication skills both written and verbal. The selected candidate may be required to supervise and train subordinate staff. The applicant should also be familiar with NYSDOT Design Policies, Standards, Guidelines, etc.
Additional Comments Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations
*For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired uner NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
